Along with that, in the face of rapid, complex, and unpredictable developments in the world, strategic competition between major countries is still fierce; security crises and conflicts are occurring in many places; proxy wars, ethnic conflicts, borders, seas and islands, and cyberspace are putting the world in front of many great challenges; non-traditional security threats are negatively affecting military and defense. Military conflicts in the world pose many new problems for our work on national defense and security.
In addition, the whole country is stepping up the implementation of the revolution to streamline the organizational apparatus with major breakthroughs, in the conditions that hostile forces are promoting the strategy of "peaceful evolution", violent overthrow, promoting "self-evolution", "self-transformation" internally... Therefore, in order to conduct in-depth research, correctly identify, and propose appropriate policies to build and develop the country, it is necessary to carry out well the following tasks and solutions:
At the 13th National Congress, our Party clearly identified: Constant vigilance, grasping, assessing, and forecasting closely and accurately the situation, especially complex issues that arise; proactively advising and proposing to the Party and State appropriate countermeasures, promptly and effectively handling situations. Therefore, the work of NCDB and TMCL needs to clearly state the requirements, contents, and methods of implementation; concretize the viewpoints and objectives of the military and defense strategies into programs, plans, and tasks of all levels, sectors, agencies, units, and localities. The implementation process needs to adhere to the principles: Proactive, creative, determined, flexible, practical, effective, early, from afar; closely forecasting, advising correctly, and accurately on the strategic intentions of the Party and State. The most important thing in NCDB and TMCL is to point out the right partners and targets; Proposing correct policies and strategies to develop the country, strengthen national defense and security (ND-S), focusing on proposing and implementing policies to prevent, contain, and repel risks early and from afar without having to wage war.
Research and consultation should focus on planning guidelines, strategies, policies, and laws, combining socio -economic development with strengthening national defense and security; guiding the entire people and army to perform well the task of national defense right from peacetime. Organize research and consultation on planning strategies to protect national airspace, seas, islands, and strategic spaces of the Fatherland; appropriate sectoral and specialized strategies on military and defense. Improve the level and effectiveness of state management on military and defense to meet the requirements of building a digital government.

Advising, leading, commanding, and implementing resolutions and directives; taking combat readiness and effectively handling national defense and security situations in combat environments as top priorities; improving the quality of training, education, building discipline, and training as central and continuous tasks; taking the initiative to improve the effectiveness of defense diplomacy as a spearhead, pioneering in contributing to creating a national defense security belt early, from afar, and from outside the territory.
Advise on promoting international research activities, defense dialogue, grasping the situation, helping the work of NCDB to be close and accurate, thereby pointing out risks, proposing solutions and plans, being ready to respond to all situations of defense and security both in the short and long term. Proactively forecast the impact of science and technology, especially the 4.0 industrial revolution, national digital transformation and non-traditional security challenges to have policies and measures to successfully implement the National Defense Strategy.
Make everyone clearly see the position, significance, major orientations of the work of NCDB and TMCL on QS, QP; grasp the characteristics, requirements, opportunities, and challenges of the task of national defense early and from afar; the viewpoints, goals, mottos, tasks, and solutions of the National Defense Strategy in the new situation. It is especially necessary to grasp the Resolution and conclusions of the Central Military Commission, making the staff correctly aware of the advantages, difficulties, and core contents of improving the quality of NCDB and TMCL on QS, QP, thereby helping everyone have the right motivation and high responsibility in performing assigned duties and tasks.
Strengthen and perfect the national and specialized agencies for national defense and security with a reasonable structure and increasingly high quality, in the direction of "refined, compact, strong, reasonable, synchronous, and specialized". Select and assign tasks to a leading agency to advise the Central Military Commission and the Ministry of National Defense in directing and providing professional guidance on national defense and security work throughout the army to ensure concentration, unity, and specialization.
Build the staff and organize the NCDB and TMCL agencies appropriately in the direction that one agency (department, division, institute) can undertake many functions (multi-functional department). One task has many agencies participating but only one agency is in charge to ensure specialization. Review, adjust, and supplement the functions and tasks of strategic agencies to improve the efficiency, effectiveness, and efficiency of forecasting and consulting work, avoiding overlap and omission. Build strict mechanisms, policies, and regulations of the industry, and effectively implement strategic management work on QS and QP.

Strictly implement the Party's resolution on building a contingent of military cadres, especially at the campaign and strategic levels, with sufficient qualities, capacity and prestige, equal to the task. Improve the quality of training of strategic cadres in accordance with the requirements of the task, especially in terms of skills, methods, NCDB thinking level and practical experience in strategic agencies. Supplement and perfect the regulations on selection, evaluation and use of cadres in the direction of taking mettle, intellectual level, research products and consulting as measures for consideration and evaluation. Increase investment in modernizing facilities, equipment and working means, attach importance to building a synchronous and increasingly modern database information system according to the national digital transformation program.
Do a good job of coordination and information sharing between agencies inside and outside the Army. Mobilize the political system to investigate, grasp, and detect disputes and disagreements in the community, ethnic groups, religions, and negative phenomena in social life, and formulate early response strategies to prevent hostile forces from creating excuses for outside intervention.
Strengthening international cooperation between NCDB and TMCL on military and defense; training human resources; sharing information and exchanging academic knowledge with agencies and strategic research centers of other countries. Focusing on promoting the force working in foreign affairs, overseas Vietnamese... to collect information and form a posture and security belt for national defense early and from afar, contributing to the successful implementation of the National Defense Strategy in the new situation.
