Improving the quality of construction projects.
Adhering to the principle of prioritizing construction quality, in recent years, especially after more than two years (2023-2025) of implementing Notice No. 70/TB-UBND of the Provincial People's Committee, with the synchronized implementation of management solutions, the quality of construction projects in the province has seen positive changes and become more systematic.
Accountability is linked to the quality of construction projects.
Based on the criteria and methods for evaluating the quality of civil and industrial construction projects developed by the province, over the past two years, the province has reviewed and evaluated 1,974 construction projects from 2021 to 2024. Of these, 1,504 projects were rated as good quality (76.19%); 470 projects were rated as satisfactory quality (23.81%), and there were no projects rated as poor quality.
During the period 2021-2025, the Provincial Department of Agriculture and Rural Development Project Management Board acted as the investor for 18 projects in the field of agriculture and rural development, including the construction of 11 river dams; the repair and upgrading of 27 reservoirs; the construction of 34.6 km of reinforced irrigation canals; and the construction of 24.17 km of dikes and embankments to protect riverbanks and coastlines. The Board prioritized quality management of the projects, assigning responsibility to all parties involved throughout the project implementation process, from the investment preparation phase to the implementation and completion phases.

Mr. Ho Nguyen Si, Deputy Director of the Provincial Agriculture and Rural Development Project Management Board, said: "The quality control of construction projects is very important and determines the quality of the projects. Most projects are directly supervised by the Board (a few projects hire consulting firms) to proactively control quality."
Not only projects funded by the state budget, but also those with non-state capital are increasingly focusing on the quality of construction.
To date, the Lamer 1 and Lamer 2 projects (Quang Trung ward, Quy Nhon city), comprising 1,337 social housing units, have completed the handover and put 1,076 units into use. The construction quality is assured, and the technical systems and equipment are functioning normally, without any major errors or incidents. Mr. Nguyen Truong Vy, Deputy Director of Tan Dai Minh Investment Co., Ltd. and Director of the Lamer 1 and Lamer 2 social housing projects, stated: “To improve the quality of construction, we focus on four main factors: the role of project management and personnel work of the investor; design; contractor selection, material management, and construction supervision; and post-handover operation management. Among these, post-handover operation management of apartment buildings is often overlooked by investors, yet it is extremely important in creating a safe living environment for residents and maintaining the quality of the construction, technical systems, and equipment,” Mr. Vy emphasized.
Strengthen quality management and establish a systematic approach.
The province has implemented numerous solutions to improve the quality of construction projects under the responsibility of the investors. Following the province's directive to increase the warranty period for construction projects (no less than 48 months for special and Grade I projects, and no less than 24 months for other projects), from May 2024 to the present, 373 projects throughout the province have implemented solutions to increase the warranty period. Of these, 15 packages have a warranty period of 12 to less than 24 months; 243 packages have a 24-month warranty period (accounting for 65.1%); 112 packages have a 36-month warranty period (accounting for 30%); and 3 packages have a 60-month warranty period.
Deputy Director of the Department of Construction Le Anh Son affirmed that Binh Dinh is the first locality to double the warranty period for construction projects compared to the minimum period stipulated in Decree No. 06/2021/ND-CP guiding the management of quality, construction and maintenance of construction projects; to date, no other locality has implemented this.
The management of construction materials during construction projects has been given priority. Construction contractors, investors, and related parties have installed cameras at key locations to monitor and supervise the import and delivery of materials to construction sites, and to monitor the implementation of contracts by relevant parties. Cameras have been installed at 475 construction sites, accounting for 91.52% of the total number of projects.
In addition, construction project investors have researched optimal design solutions for their projects. Inspection, supervision, project management, construction quality, and bidding processes, especially for projects where district and commune-level People's Committees are the investors, have been tightened.
Mr. Le Anh Son stated that with the rapid pace of infrastructure and technical infrastructure construction, managing the quality of construction projects to ensure safety and sustainability is becoming increasingly crucial to keep up with the current socio-economic development. Currently, specialized departments are coordinating to develop a system of criteria for evaluating and ranking contractors participating in construction activities in the province. This is an independently developed system of criteria that does not restrict contractors compared to the prescribed contractor evaluation standards, but aims to provide investors with additional information during the contractor selection process – one of the bases for determining the success and quality of construction projects.
