Improve the quality of universal primary education

The Ministry of Education and Training has just issued Official Dispatch No. 3898/BGDĐT-GDTH to the Departments of Education and Training on instructions for implementing primary education tasks for the 2024-2025 school year.

Focus on implementing the planning for the development of school and class networks.

Accordingly, for the general task, the Ministryof Education and Training requests the Departments of Education and Training to effectively implement the Primary Education Program; strengthen school safety; effectively implement decentralization of management associated with accountability in organizing the implementation of the school year plan according to regulations and in accordance with local practices.

Focus on implementing the planning for the development of the school and classroom network and ensuring facilities and teaching equipment; maintain and improve the quality of universal primary education and make primary education compulsory according to the provisions of the 2019 Education Law.

Continue to improve the quality of teachers and managers; develop plans for recruitment, training, fostering and self-fostering to have enough teachers, ensuring the quality of teaching subjects and educational activities according to the Primary Education Program; effectively implement the work of evaluating and regularly fostering teachers and managers according to professional standards and principal standards.

The Ministry of Education and Training requires ensuring a ratio of 1 classroom/class, with sufficient minimum teaching equipment according to regulations; ensuring a ratio of 1.5 teachers/class and a teacher structure to teach all subjects and educational activities, and organizing 2 teaching sessions/day.

For organizing 2 sessions/day, each day should have no more than 7 lessons, each lesson is 35 minutes long; implement a teaching plan of at least 9 sessions/week with 32 lessons/week. The timetable needs to be arranged scientifically , ensuring a reasonable ratio between teaching content and educational activities, and allocating reasonable time and time during the school day and school week to suit the psychology of primary school students.

Determined not to let students "sit in the wrong class"

Regarding the examination and assessment of students, the methods and forms of assessment of subjects and educational activities must ensure honesty, objectivity, fairness, and accurate assessment of students' learning and training results. In particular, we must resolutely not let students "sit in the wrong class"; reward students in a meaningful way, in accordance with regulations, and avoid widespread praise that causes resentment among parents and public opinion.

Regarding the tasks of implementing the planning for the development of the school and class network; consolidating and improving the quality of universal education and implementing equity in access to education, the Ministry of Education and Training guides the Departments of Education and Training on the following contents: reviewing and reasonably planning the school and class network; consolidating and improving the quality of universal education and ensuring the effectiveness of educational quality assessment, building schools that meet national standards; implementing solutions to enhance Vietnamese for ethnic minority students and teaching Vietnamese to ethnic minority children before entering grade 1; implementing education for children with disabilities; street children; effectively implementing flexible and combined classes.

The Ministry of Education and Training also encourages localities with conditions to implement integrated education programs, applying advanced and modern education models to meet the diverse learning needs of learners. However, it is determined not to allow educational institutions to organize educational cooperation with foreign countries when the conditions for implementation have not been ensured.../.
