Reporting at the meeting, Mr. Ho Dac Thich, Director of the Khanh Hoa Provincial Branch of the Social Policy Bank, stated that the socio -economic situation in 2025 and the first four months of 2026 will experience many fluctuations, especially the impact of the floods that occurred at the end of 2025, causing significant damage to the lives of people in general, and the poor and other policy beneficiaries in particular.
However, under the direct guidance and attention of the Board of Directors, the General Director of the Social Policy Bank, the local Party committee and government, the Board of Directors' representatives at all levels, the Khanh Hoa Provincial Branch of the Social Policy Bank has closely followed the goals and tasks of the sector, the Resolution of the Board of Directors, the Plan of the Provincial Party Standing Committee, and the Provincial People's Committee on implementing Directive No. 39-CT/TW dated October 30, 2024 of the Party Central Committee, Decision No. 1560/QD-TTg of the Prime Minister, and the implementation of the Strategy for the Development of the Social Policy Bank in Khanh Hoa Province until 2030, period 2026-2030, focusing on the comprehensive and decisive implementation of solutions to complete the assigned targets and plans. In particular, the operations of the Social Policy Bank continue to be ensured to be effective and safe after the reorganization of provincial-level administrative units according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly.

As of April 20, 2026, the branch's total capital reached VND 10,557.1 billion, an increase of VND 780.6 billion compared to the beginning of the year, representing a 7.98% increase; of which entrusted capital from local sources reached VND 1,611.3 billion, accounting for 15.3% of total capital. The total outstanding loans for policy credit programs reached over VND 10,511.2 billion, an increase of VND 752 billion compared to the beginning of the year; of which outstanding loans from central government sources increased by VND 471 million, a 5.6% increase, and outstanding loans from local government sources increased by VND 281 million, a 21.4% increase.
During the meeting, members of the working group and delegates focused on discussing and analyzing the achievements in the 2025 activity report and the first four months of 2026, while also proposing solutions to address remaining issues in the future to improve the quality of the branch's operations in line with the practical situation in the new phase.
The Director General of the Vietnam Bank for Social Policies, Duong Quyet Thang, acknowledged and commended the outstanding achievements of the Khanh Hoa Provincial branch of the Vietnam Bank for Social Policies in the past period.
Regarding policy credit funds, they have been deployed quickly and promptly to the right beneficiaries, contributing to encouraging social policy beneficiaries to rise out of poverty and gradually become legitimately wealthy. Policy credit activities play an important role in creating jobs, reducing poverty sustainably, ensuring social security, and building new rural areas in the province. By the end of 2025, the poverty rate in Khanh Hoa province will only be 0.92%, a decrease of 4.29% compared to 2020.
Besides the achievements, the General Director also pointed out some shortcomings and limitations, such as some credit targets not being met; many savings and loan groups still being rated as average; and overdue debts tending to increase, etc.
To improve the effectiveness and quality of operations, the General Director requested the Khanh Hoa Provincial Branch of the Social Policy Bank to actively and proactively advise the local Party Committee and government on the effective implementation of Directive No. 39-CT/TW of the Party Central Committee and Decision No. 1560/QD-TTg of the Prime Minister ; to strengthen the mobilization and entrustment of loan capital to address social welfare issues, considering this a key task and driving force for improving the quality of policy credit.
General Director Duong Quyet Thang chaired the working session with the Khanh Hoa Provincial branch of the Social Policy Bank.
In addition, the branch needs to focus on training, developing, and improving the professional skills, political acumen, and professional ethics of its staff and employees; and promote emulation movements linked to specific tasks, meeting the requirements of the new situation.
The Director General also emphasized the need to improve the quality of policy credit through reviewing borrowers, strengthening internal inspection and supervision, and remote monitoring to promptly detect and correct errors. He stressed the importance of proactively coordinating and effectively carrying out inspections by representative boards at all levels, local authorities, and entrusted socio-political organizations; focusing on inspections in communes and wards with low credit quality, thereby proposing solutions to consolidate and improve the effectiveness of savings and loan groups.
