Over the past period, through various flexible and effective methods, mass mobilization work in ethnic minority areas of the province has made positive progress in socio -economic development and the lives of local people.
Phu Lac, a commune predominantly inhabited by the Cham ethnic group in Tuy Phong district, has undergone significant transformation. What was once a poor and backward rural area has now become a vibrant and thriving community. A highlight is its recognition by the Provincial People's Committee in 2022 as a commune meeting the standards of a new rural area. This achievement is the result of the concerted efforts of the entire local political system and the collective support of the people, particularly through effective community mobilization, which has transformed the face of this new rural area, making it more prosperous and radiant with vitality.
Mr. Mai Duc Nghia, Vice Chairman of the People's Committee of Phu Lac commune, Tuy Phong district, said that thanks to the Party and State's investment in irrigation projects, farmers in Phu Lac commune, Tuy Phong district, have boldly switched to diversified crop cultivation. Chili peppers, purple onions, and peanuts are short-term crops that have significantly improved the income of many local farming households in recent years. In addition, grapes and apples are also advantageous crops and local specialties. “Currently, the entire commune has nearly 1 hectare of Japanese pink grapes, 22 hectares of green grapes, and 18 hectares of apples grown on trellises covered with netting. The intense sunshine and strong winds are disadvantages in cultivation, but they are advantages that result in tastier, crispier, and sweeter fruit after harvest. Although the investment cost for planting one sao (approximately 1000 square meters) of grapes and apples is relatively high, the stable and high prices compensate for this, so farmers earn a profit of at least 50 million VND per year. Thanks to effective crop conversion, the average per capita income in Phu Lac commune at the end of 2022 reached 44.3 million VND, and the poverty rate decreased to 4.3%,” Mr. Nghia said.
According to Mr. Nghia, another outstanding highlight when visiting Phu Lac commune today is the straight, clean, and well-lit concrete roads in the villages and hamlets. There are five models: "Family clan self-management of security and order"; "Veterans maintaining security and order"; "Drug prevention based on households and communities"; "Green youth volunteer team for drug prevention and control"; and "Shock team for maintaining security and order," implemented by various departments, organizations, and village management boards, bringing peace and happiness to everyone. All these achievements are thanks to the people's mobilization work over the past period.
Binh Thuan province has 34 ethnic minority groups, including the Raglai, Co Ho, and Cho Ro ethnic groups, who live concentrated in 11 purely ethnic minority communes and 20 mixed villages; the Cham ethnic group, who live concentrated in 4 purely ethnic minority communes and 9 mixed villages; and the Tay, Nung, and Hoa ethnic groups, who live in 2 purely ethnic minority communes and 2 mixed villages. Over the years, Binh Thuan has focused on leading and directing efforts to strengthen and innovate mass mobilization work in ethnic minority areas. This has significantly contributed to achieving socio-economic development goals and ensuring national defense and security in the province. It can be said that, at this point, the lives of ethnic minority communities in the province have clearly improved; infrastructure has been upgraded; 100% of communes have paved roads connecting to the commune center; 100% of communes have television and radio coverage and cultural centers; and 100% of villages have community centers. 98% of households use the national power grid; 88.3% of households have access to clean, hygienic water.
In particular, through mass mobilization efforts, many effective production and business models have received investment and been replicated, leading to a reduction in the poverty rate. Some notable provincial-level models include: the Department of Agriculture and Rural Development coordinating disease prevention and control for livestock and poultry; guiding farmers to successfully apply and replicate the improved SRI rice production model in Phan Son commune (Bac Binh district); the Department of Science and Technology guiding the People's Committee of Hai Ninh commune in applying the quality management system according to TCVN ISO 9001:2015; and the Provincial Farmers' Association guiding 7 households in Ham Can district to borrow 200 million VND for livestock farming. Notable district-level models include: safe durian production in La Da commune and chili pepper cultivation in Dong Tien commune (Ham Thuan Bac district)...
The above results stem from the fact that the Provincial Party Committee's Mass Mobilization Department and the Provincial Ethnic Affairs Department regularly monitor the local areas, promptly grasping public opinion and the legitimate aspirations of ethnic minority people to promptly propose solutions to the Party Committee and the government for pressing issues and difficulties arising in the lives of ethnic minorities. At the same time, they coordinate with relevant departments and localities to guide the development and replication of many successful economic models and examples, applying advanced technology in investment, production, livestock farming, and crop cultivation.
To achieve better results in the coming period, the Provincial Party Committee's Mass Mobilization Department and the Provincial Ethnic Affairs Department will continue to coordinate effectively in advising the Provincial Party Standing Committee and the Provincial Party Committee's Executive Board to direct all levels and sectors in the province to effectively implement the Party's directives and resolutions on ethnic affairs. In particular, the "Skilled Mass Mobilization" emulation movement, linked with patriotic emulation movements and campaigns among ethnic minority communities, will continue to be considered a key task.
