
The Piaggio Phu Tho factory in Binh Xuyen Industrial Park (Binh Nguyen commune) specializes in the production and assembly of motorcycles, contributing to job creation and promoting industrial growth in the province.
According to a survey of 3,546 domestic private enterprises, 586 FDI enterprises, and over 1,000 business households in 34 provinces and cities, Phu Tho province made a remarkable impression in its ability to unlock resources for businesses, ranking second nationwide in the "Access to Resources" index with 6.64 points, only 0.05 points lower than the leading locality, Hanoi . At the same time, the province also ranked fifth nationwide in the "Proactive Government" index and was among the top 10 localities in "Business Support Policies" and "Informal Costs".
The score structure reveals that Phu Tho's outstanding strength lies in the combination of its ability to facilitate input conditions for production and business with a proactive management system that works alongside businesses. The province's economic management quality is 4.31 points higher than the national median and 4.37 points higher than the median for the Northern Midlands and Mountains region.
These positive results are linked to the province's promising economic growth outlook for 2025. The province's GRDP is projected to increase by 10.52%; the number of newly established private enterprises is expected to reach 1.32 enterprises per 1,000 people. Notably, 35.45% of businesses anticipate expanding production in the next two years, and 48.62% believe their business operations will be profitable as early as 2025.
To achieve these results, the province has implemented a comprehensive set of administrative reform solutions, improving the investment and business environment and enhancing the efficiency of services for citizens and businesses. Administrative procedures have been reviewed and streamlined in a way that is more transparent, convenient, and open.
The promotion of high-level online public services has facilitated businesses in completing procedures quickly and cost-effectively. Along with this, the sense of responsibility and service attitude of officials and civil servants have shown many positive changes, following the motto "putting citizens and businesses at the center of service."
From July 1, 2025, the province will operate a two-tiered local government model with a provincial-level Public Administrative Service Center and 148 centers at the commune level, ensuring smooth operation. By 2025, the rate of digitized documents and results of administrative procedure resolution will reach 87.03%; the results of the assessment of the quality of administrative procedure resolution will reach 90.06 points, ranking 16th out of 34 provinces and cities.

The province is also promoting the application of information technology in management and administration; fostering the development of digital government, digital economy, and digital society, viewing this as a crucial solution to improve transparency, reduce costs, and save time for businesses.
Deeply aware that the Provincial Competitiveness Index (PCI) is not just a ranking but also a measure of business satisfaction with the investment and business environment, the province considers improving the PCI as a regular, continuous task linked to the responsibility of each agency and unit. A top 5 position is not a "destination" but a driving force for Phu Tho to implement the Investment Environment Improvement Project for the period 2026-2030 with the motto "clear responsibilities, clear tasks, clear accountability, clear timelines." The province aims to expand the "24-hour green channel" mechanism, striving to shorten the processing time for investment, land, construction, and tax-related procedures by at least 50%. Simultaneously, it will maintain regular dialogue with businesses through the "Businessmen's Coffee" model and hotlines for receiving feedback, improving the effectiveness of business support teams by proactively accompanying them from an early stage, rather than waiting for businesses to come.
