The NATO Secretary General's statement comes as Russia and Belarus have just launched a large-scale joint nuclear exercise this week. According to Rutte, Moscow's activities are not out of control and NATO remains highly vigilant to protect its allies.
Earlier, on May 19, the Russian Ministry of Defense unexpectedly announced the deployment of military exercises involving weapons capable of carrying the largest nuclear warheads in nearly a decade. The exercises, scheduled to last three days until May 21, involved a massive force of nearly 65,000 soldiers, more than 200 missile launchers, and 140 fighter jets. In addition, Russia deployed 73 surface vessels and 13 submarines, including eight strategic nuclear submarines, to participate in the training.

The exercise simulated the preparation and use of nuclear forces in a scenario involving a threat of invasion against Russia. Training included test launches of ballistic and cruise missiles at training grounds within Russian territory. Notably, this exercise took place earlier than expected, as similar strategic drills are typically held in October each year.
A new aspect of this exercise is the close coordination with the Belarusian military. The Belarusian Ministry of Defense announced that its units are practicing receiving "special ammunition," preparing weapons, and deploying troops to unprepared positions. Belarus insists the exercise is not aimed at any third country.
Russia's display of nuclear power has sparked widespread concern across Europe. The Baltic states and Poland immediately stepped up border patrols and conducted additional civil defense drills. Meanwhile, Norway and Finland intensified monitoring of radiation levels and airspace security to ensure safety.
On the U.S. side, Pentagon officials confirmed that their strategic forces remain on normal combat readiness, but early warning systems have been inspected and monitoring has been increased.
