Foundation for key industrial communes to achieve breakthroughs.

In accordance with the Party and State's policy on consolidating and merging administrative units at the provincial and commune levels, in the new Dong Nai province, Dong Phu commune was formed on the basis of merging Tan Phu town and Tan Lap and Tan Tien communes of the former Binh Phuoc province.

Immediately after the merger, the commune began operating synchronously, and with strong political determination and the potential and advantages gained after the merger, this will be the foundation and opportunity for Dong Phu to accelerate its progress to become a key industrial commune of the province.

Many potentials and advantages

After the merger, Dong Phu commune has an area of ​​138.66 km² , a population of 45,557 people, borders Binh Phuoc ward, Tan Loi commune and Ho Chi Minh City, and its headquarters are located at the former Dong Phu District Administrative Center.

Located at the gateway of Provincial Road 741, bordering the former Binh Duong province (now Ho Chi Minh City), Dong Phu commune, formed by the merger of two communes and a town, has become a bright spot in the socio -economic development strategy of the new Dong Nai province. After the merger, Dong Phu possesses many potentials, advantages, and room for development in almost all sectors, with a focus on industry, trade and services, tourism, and clean and high-tech agriculture. In particular, bordering Ho Chi Minh City – the economic heart of the country – Dong Phu has a comprehensive and modern inter-regional transportation system that connects it with neighboring provinces and cities. The competitive advantages after the merger are its large, flat land area, comprehensively developed industrial park and cluster infrastructure, abundant labor force, and convenient proximity to Ho Chi Minh City for trade, transportation, and goods consumption. Dong Phu will be an attractive destination, drawing many domestic and foreign investors.

The outstanding advantage of Dong Phu after the merger is its system of industrial zones and clusters such as Tan Tien 1, Tan Tien 2, Dong Nam Dong Phu, Ha My Industrial Cluster, Bac Dong Phu, and Nam Dong Phu Expansion… which are planned in conjunction with vast raw material areas and a rich labor market, serving as a gateway connecting to the Central Highlands and other provinces and cities in the Southern key economic region. In particular, Dong Phu has a strong potential for developing eco-tourism and experiential tourism with many large, tranquil lakes and dams in a green space that still retains the pristine beauty of the former Tan Lap commune. After the merger, Dong Phu also has a strong potential for developing high-tech agriculture. For many years, several specialized banana growing areas for export, organic cashew cultivation, cantaloupe farming, clean vegetable farming, ornamental flower and fruit tree cultivation have been established here… bringing considerable income to the people and creating jobs for local workers.

The former Tan Lap commune has advantages in developing tourism and high-tech agriculture; the former Tan Phu town is strong in industry, trade, and services; while the former Tan Tien commune has great potential for developing industrial zones and clusters... Merging these three localities into Dong Phu commune is a strategic policy for long-term and sustainable development. This will be the development center of the former Dong Phu district, forming a key commune that will play a leading role and create a ripple effect of development for the surrounding area.

According to Ho Hung Phi, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dong Phu commune, Dong Phu was established by rearranging adjacent commune-level administrative units into a new grassroots-level administrative unit, ensuring criteria regarding area and population size. Using Provincial Road 741 as the main transportation axis, along with the existing resources of Tan Phu town, will be a good potential for developing the new commune after the rearrangement, ensuring both the necessary area and population size, and facilitating the development of socio-economic strategies.

According to Ho Hung Phi, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dong Phu commune, building on the existing foundation and leveraging the new strengths and capabilities after the merger, Dong Phu is determined to build a modern, transparent, and effective commune government operating on a digital platform; with citizens and businesses at the center of service. By 2030, the goal is to complete 100% of the targets for digital transformation at the commune level according to the national program, aiming towards a smart, paperless, and zero-waiting digital government model.

Based on the analysis and assessment of its potential and advantages, Dong Phu commune has identified its key objective for the 2025-2030 period as comprehensive and sustainable socio-economic development; with industry and services as the driving force, high-tech agriculture as the foundation, and the digital economy as the goal. It aims to maximize the advantages of its geographical location, land resources, transportation infrastructure, and eco-tourism potential. Economic development will be linked with environmental protection, improving the quality of life, and building a digital government and society – a government that serves the people, is close to the people, and places the people and businesses at the center of its service.

By 2030, Dong Phu aims to become one of the key industrial and service communes, a center for attracting investment, developing eco-tourism, and modern agriculture in the province.

To realize the above objectives, the commune has outlined four strategic breakthroughs. Regarding industrial and service development, the focus is on completing and putting into operation the planned industrial zones and clusters covering over 600 hectares. A large goods transshipment center will be established along Provincial Road 741, connecting with National Highways 1, 2, 3, 4 and the Dong Phu - Ho Chi Minh City road, as well as other industrial zones and clusters in the area. Industrial support services such as worker housing, healthcare, education, and modern commerce will be developed. High-tech commercial agriculture will be developed, initially focusing on planning specialized areas for fruit trees (grapefruit, durian, avocado, rambutan) and industrial crops (rubber, cashew, pepper). Value chain linkages will be established, encompassing production, processing, and consumption. Digital technology will be applied in production management, processing, and market forecasting.

Regarding the development of ecotourism and resort tourism, the commune will focus on developing a plan and attracting investment to Suoi Giai Lake and Bau Cop Lake with types of tourism such as: experiential tourism - resort tourism - water sports. It will also develop a tourism route connecting Dong Phu - Bu Dang - Da Lat (Lam Dong) along the ecological corridor.

Developing a comprehensive infrastructure is one of the four strategic breakthroughs aimed at transforming Dong Phu into a key industrial commune and an attractive destination for investors. The central solution involves upgrading, expanding, and completing transportation routes connecting Provincial Road 741 with Roads 1, 2, 3, and 4, as well as the Dong Phu - Ho Chi Minh City road and routes connecting industrial zones and clusters in the region. Investment in digital infrastructure and technology, including a smart operation center at the commune level and a data system for population, land, businesses, and social security, is also crucial.

The potential and advantages have been established; there is vast space for development with ample room for growth; supportive mechanisms and policies are in place, along with strong political determination. The remaining issue is finding solutions and methods to ensure that the new strengths and potential are fully realized, elevating Dong Phu to the status of a key industrial commune and enabling it to accelerate strongly in the future.
