Electricity industry to reorganize system according to new administrative boundaries

(PLVN) - Since yesterday (July 1, 2025), the Electricity industry's corporations have implemented the work of rearranging and merging Power Companies (PCs) in sync with the merging and consolidating of provincial/municipal administrative units directly under the Central Government. Representatives of the corporations all affirmed that the rearrangement according to the new administrative area will not affect the quality of customer service.

Southern Electricity receives and hands over 4 power companies

Mr. Bui Quoc Hoan - Deputy General Director of Southern Power Corporation (EVNSPC) said that EVNSPC has closely coordinated with Central Power Corporation (EVNCPC) and Ho Chi Minh City Power Corporation (EVNHCMC) to organize the reception and handover of PCs according to the new management area, ensuring synchronization and timeliness with the merger of provinces/cities and not interrupting production and business activities, as well as electricity supply and use.

Specifically, EVNSPC transfers labor, capital, assets, customers, investment projects, etc. of PC Ba Ria - Vung Tau and Binh Duong to EVNHCMC. At the same time, it receives and inherits responsibilities and obligations for labor, capital, assets, customers, investment projects, etc. of PC Dak Nong, to merge with PC Lam Dong and Binh Thuan under the new provincial administrative unit; and simultaneously transfers PC Ninh Thuan to EVNCPC.

Mr. Hoan said that in the past time, EVNSPC has actively worked with EVNCPC and EVNHCMC to implement the handover and acceptance of PCs in a spirit of urgency, seriousness, and compliance with regulations, ensuring progress in sync with the merger of provincial administrative units. Member units of the Corporations have also coordinated and converted data and customer information on the principle of "Converting the system but not interrupting the service of electricity customers"; ensuring that the reception and processing of customer requests are maintained continuously.

EVNSPC also coordinated with EVNHCMC, EVNCPC to notify all electricity customers in Binh Duong , Ba Ria - Vung Tau, Dak Nong, Ninh Thuan through channels such as customer care application, Zalo, direct notification to localities, neighborhoods/neighborhoods/residential areas/apartments..., helping customers promptly grasp information about electricity supply activities as well as customer services after the merger.

Restructuring according to the "one person - many tasks" model

Mr. Le Dinh Luong - Member of the Board of Directors of the Northern Power Corporation (EVNNPC) said that EVNNPC has also completed the implementation of the organizational restructuring plan according to the policy of rearranging the State's management apparatus of the Electricity industry and the direction of Vietnam Electricity Group (EVN).

Accordingly, the number of affiliated PCs was streamlined from 27 to 17 units. At the same time, the District/City Power model was also converted into a Regional Power Management Team (LRMT), focusing on technical management tasks, grid operation and ensuring safe and continuous power supply to customers.

In addition, based on the implementation of the overall plan approved by EVN, EVNNPC has terminated the operations of 262 district/city-level Power Companies, converted them into 262 Power Supply Management Teams, and newly established 1 Power Supply Management Team for Bach Long Vi Island.

“The new model is streamlined in terms of organization, shortens the management levels, focuses on the core tasks of technical management, grid operation and ensures safe and continuous power supply to customers. Eliminating administrative intermediary levels helps bring the apparatus closer to the grid and customers. The Power Supply Management Teams are given greater autonomy in production and business operations, incident handling, coordination in resolving on-site service requests, gradually improving management capacity and labor productivity,” said Mr. Luong.

EVNNPC representative also affirmed that the Corporation does not consider restructuring as just an organizational rearrangement, but as a process of comprehensive operational model reform, modernizing operations and customer care. Departments at PC are restructured according to the "one person - many jobs" model, streamlining indirect staff, increasing efficiency in handling practical work. Professional functions such as contract management, online electricity services, index updates, etc. are consolidated and synchronized on digital platforms. The entire operation - business - customer service system remains stable and continuous throughout the transformation process.

Notably, in localities, especially in remote areas, the Power Line Management Team receives the entire scene, operates the grid, handles incidents and conducts transactions on the spot. Customer requests are resolved according to the "one-stop" mechanism, shortening the time for reception - response - processing.

Hanoi Electricity Corporation (EVNHANOI) also said that EVNHANOI will reorganize the organization model of PCs in the area, in accordance with the new administrative unit of the capital. Specifically, EVNHANOI will reorganize the model from the current 30 district PCs to 12 regional PCs, corresponding to the management scope according to the new administrative area.

EVNHANOI representative affirmed that this model is arranged to optimize production and business activities, manage and operate the power grid in a centralized manner, suitable for local practical conditions, and at the same time create favorable conditions for customers to access electricity services quickly, consistently and transparently.

Previously, the Central Power Corporation also announced the establishment of 5 new PCs, along with the old Hue PC and Khanh Hoa PC (receiving Ninh Thuan PC). Thus, from July 1, 2025, the 3 Power Corporations have the following number of member PCs: EVNSPC has 8 member PCs; EVNCPC has 7 member PCs, EVNNPC has 17 member PCs. Representatives of these Corporations are committed to providing safe and stable electricity during the entire period of the arrangement as well as afterwards. At the same time, all obligations and responsibilities towards customers are fully inherited by the new PCs, ensuring that there is no impact on the use of electricity as well as related services.
