Strengthening the review
In Ninh Binh province, Mr. Nguyen Duy Phuong - Principal of Tran Hung Dao A High School, Nam Dinh ward said that next school year the school will have 38 classes but currently has 36 classrooms. The school is continuing to report to the provincial leaders so that the Provincial Project Management Board can invest funds to build an additional classroom block to ensure enough functional rooms and subjects to serve teaching according to the 2018 General Education Program.
“Thanks to the attention of the leaders of Nam Dinh province (old), the school completed the construction of a spacious 3-storey building before July 1; all classrooms have smart TVs, sliding boards, full sound and lighting systems; the main stage is equipped with a large LED screen to serve the activities of teachers and students. With more than 1,700 students in the next school year, we hope to basically meet the teaching and learning needs of the school,” Mr. Phuong expressed.
Ms. Dang Thi Thu Huong - Principal of Hai Van Kindergarten (Hai Hung, Ninh Binh ) informed that immediately after the merger, the People's Committee of Hai Hung commune directed schools in the area to review facilities and plan to repair and supplement necessary equipment to prepare for the new school year 2025 - 2026. Although the school's staff and teachers are on summer vacation, they are still actively participating for the students.
“We have prepared a report on the current state of the facilities to submit to the commune leaders; and implemented whitewashing and repairing of degraded classrooms. The school based on the inventory record of class assets at the end of the previous school year to plan to purchase and repair equipment, tools, and teaching aids for children at three schools from the local budget,” said Ms. Huong.
Mr. Nguyen Van Hoang - Principal of Kim Boi Primary and Secondary School (Kim Boi, Phu Tho) shared that in order to improve the quality of comprehensive education , the school clearly identified two key tasks: reviewing the conditions of facilities and teaching staff. Despite the merger of provinces, the school's student population in the next school year will not change much because the enrollment route remains the same.
“The school is renovating the campus, signs, and slogans; buying additional desks and chairs for classrooms and practice rooms; repairing and maintaining televisions in classrooms. At the same time, we are creating the most favorable conditions for teachers who are studying university classes remotely; reviewing the shortage of teachers and reporting to the Department of Culture and Society of Kim Boi Commune People's Committee to sign a working contract for the new school year,” said Mr. Nguyen Van Hoang.
Discussing preparations for the 2025-2026 school year, Ms. Le Thi Thuy Dung - Deputy Director of the Department of Education and Training of Can Tho City, said: During the summer, the city's education sector will conduct surveys and review the facilities of schools. Schools that meet the conditions will continue to teach 2 sessions/day for secondary school level. The city has compiled a list of study arrangements for children of civil servants and public employees of the education sector of Soc Trang and Hau Giang provinces when they return to Can Tho to work after the merger, and the department will provide maximum support so that cadres and public employees can work with peace of mind.
Regarding the preparation of school facilities for the new school year, Mr. Le Truyen Thong - Head of the Department of Organization and Personnel (Department of Education and Training of Can Tho City), said: In the coming time, the People's Committees at the commune level will review, arrange and merge units with a small number of students or merge and establish inter-level educational facilities to improve the operational efficiency of the units...

Post-merger adaptation
Mr. Le Truyen Thong - Head of the Department of Organization and Personnel (Department of Education and Training of Can Tho City) said that along with reorganizing units, the Education sector pays attention to arranging and assigning management staff, teachers and employees at units.
In the immediate future, we have coordinated with the Department of Home Affairs to send a document asking for opinions from the Ministry of Home Affairs and the Ministry of Education and Training on issues that are still different between the directive documents (for example, on the authority to appoint heads and deputy heads in kindergartens, primary schools, and secondary schools) as well as have a plan and scheme to receive personnel from the Department of Education and Training of Soc Trang and Hau Giang provinces (old), not letting the arrangement of the organizational apparatus affect the general activities of the industry.
Ho Chi Minh City has now "reached the finish line" in enrolling students for the first classes of the 2025-2026 school year, 2 months earlier than every year, ensuring the operation of the 2-level local government from July. In that context, localities and schools are actively preparing facilities to ensure the new school year goes smoothly.
Specifically, in addition to implementing the Project to build 4,500 new classrooms to celebrate the 50th anniversary of the Liberation of the South and National Reunification, to complete the school planning network, to meet the needs of effectively implementing the 2018 General Education Program... in the summer of 2025, districts (before the merger) have provided funds to repair and renovate school facilities and campuses.
According to Ms. Vu Thi Minh Hieu, Principal of Luong Dinh Cua Secondary School (Cat Lai, Ho Chi Minh City), in the 2025-2026 school year, the school has 474 6th grade students while 343 9th grade students will graduate.
Despite the increase in students, the school has proactively arranged facilities and classrooms to ensure enough space for learning. In particular, since the second semester of the 2024-2025 school year, the school has reviewed and assessed the current status of facilities and teaching equipment, identifying the need for construction, repair and addition.
Previously, the school was approved by the People's Committee of Thu Duc City (old) to renovate the toilets for students of the main classroom block and the office block. In particular, the school replaced the tiled floors, tiled toilet walls, dismantled and replaced some damaged equipment, pipes and sanitary accessories, removed the ceiling and replaced the damaged plaster ceiling, toilet doors, lighting, electrical wires and damaged electrical accessories...
“The repair and renovation work will be completed during the summer to prepare for the new school year. In particular, the implementation of a two-level government from the beginning of July 2025 will certainly help schools to share difficulties and obstacles in the process of operation. The school hopes that in the coming time, local authorities will pay more attention to investing in facilities, trees, and school health care... in the new school year and the following years,” said Ms. Hieu.
Ms. Bui Thi Thanh Hoan - Principal of Gia Sang 915 Primary & Secondary School (Gia Sang, Thai Nguyen) said that the school proactively developed a master plan to promptly stabilize the organization and best prepare for the 2025-2026 school year, focusing on repairing and upgrading the facilities system.
At the end of the previous school year, the school assigned teachers to review all facilities: roofs, fences, walls, classroom floors; teaching equipment, and degraded items to be supplemented according to the priority roadmap. The school especially focused on upgrading toilets, electricity and water systems, and school landscape to create a safe and friendly learning environment.
“The merger of administrative boundaries can cause anxiety for some people. Therefore, the team of homeroom teachers should pay attention to internal communication, organize meetings with parents at the beginning of the year, and share information clearly and consistently to reassure parents. At the same time, the school listens to opinions from teachers and students to adjust the plan to be closer to reality,” Ms. Bui Thi Thanh Hoan stated.
Located in Vu Quy commune (Hung Yen) after the merger, Mr. Lai Cong Hoan - Principal of Vu Ninh Kindergarten said that the entire school has an area of 7,455m2 with 21 classrooms and 6 functional rooms. Currently, enrollment for the new school year is underway, the school is expected to be organized into 21 groups of classes and mobilize a total of 575 children to attend class.
The school took advantage of the summer to repair classrooms, toilets, renovate and re-plan the school garden... to prepare the best conditions for the new school year. The costs will be taken from the school's operating budget and the repair costs provided by the State budget.

The “key” to changing education
Ms. Nguyen Vinh Bao Chau - Principal of Tran Van On Primary School (Dong Hung Thuan, Ho Chi Minh City) said that the implementation of the 2-level government model creates a more flexible and effective mechanism in the management and direction of State administrative management, so it will be convenient to support schools. In particular, the ward and commune authorities can clearly see the resources and needs of schools in the area.
This also helps the ward and commune levels prioritize the allocation of budgets, equipment, etc., minimizing intermediaries, helping resources reach schools more quickly and directly, serving the construction, repair and renovation of schools. "What schools and other educational institutions want is for authorities at all levels to really get involved, listen and act based on the actual needs of each school so that school development plans and strategies can be best realized," said Ms. Chau.
Immediately after completing the merger, Tri Le commune (Lang Son) focused on tasks to develop the economy and society, including education. Accordingly, the commune requested schools in the area to focus on reviewing facilities and teaching equipment and send documents to have plans for construction, repair and purchase.
Mr. Ngo Van Hien - Vice Chairman of Tri Le Commune People's Committee, said: "The commune noted that schools must focus on early review so that before the new school year starts, facilities are completed, teaching equipment is adequate, meeting teaching requirements."
Mr. Hien affirmed that the implementation of a two-level government will create favorable conditions for localities in the process of streamlined management, better purchasing, repairing and investing in education. In particular, the commune scale is small, the bidding time for purchasing and repairing does not go through many levels of approval authority of the commune... so it will certainly reduce difficulties in procedures and time, creating favorable conditions for schools to have teaching equipment early.
“Previously, the administrative bidding procedure had to go through many levels, which often led to a situation where many schools did not have teaching equipment when the new school year began, and had to teach for nearly half a semester before the equipment arrived at the school,” Mr. Hien emphasized.
Ms. Bui Thi Thanh Hoan - Principal of Gia Sang 915 Primary & Secondary School (Gia Sang, Thai Nguyen) also agreed with the above issue, and said that the merger led to some changes in student size and structure of departments in the school when the grassroots trade union organization was eliminated.
Therefore, the school must review and rearrange the scientific team, in accordance with capacity, ensuring the principle of correct expertise, job position, and not causing disruption. This helps the school proactively and synchronously deploy to adapt to the new stage in the spirit of not being passive in the face of change, turning change into an opportunity to improve the quality of education.
When merging Can Tho City, Hau Giang Province and Soc Trang Province, a number of officials, civil servants, public employees and workers had to move from Hau Giang and Soc Trang Province (old) to the new administrative center of Can Tho City to work. This entailed the relocation of their children's schools.
In response to this request, the People's Committee of Hau Giang province (old) directed the Department of Education and Training of Hau Giang province (old) to coordinate with the Department of Education and Training of Can Tho city to guide and support the implementation of school transfer and enrollment for children in a convenient manner, in accordance with regulations, and suitable for each type of school.
Before the merger, the Department of Education and Training of Soc Trang province (old) also issued documents and instructions to units to create favorable conditions for students, especially children of officials and civil servants working at departments and branches in the province who need to transfer schools to their new workplace in Can Tho city.
