The Department of Education and Training has directed, disseminated, and deployed to its affiliated units the emulation movement to build a learning society, promote lifelong learning, and implement directive documents from superiors on lifelong learning and learning society with a focus on implementing Decision No. 1373/QD-TTg dated July 30, 2021 of the Prime Minister approving the Project "Building a learning society for the period 2021 - 2030"; Plan No. 162-KH/TU dated September 27, 2019 of the Son La Provincial Party Committee to implement Conclusion No. 49-KL/TW dated May 10, 2019 of the Secretariat on continuing to implement Directive No. 11-CT/TW dated April 13, 2007 of the Politburo (10th tenure) on strengthening the Party's leadership in promoting learning, promoting talents, and building a learning society in Son La province; Decision No. 2547/QD-UBND dated October 18, 2021 of the Provincial People's Committee promulgating the Plan to implement the Project "Building a learning society for the period 2021 - 2030"; and other relevant directive documents of the Provincial Party Committee and People's Committee of Son La province.

The Department of Education and Training has focused on information and propaganda work on the Emulation Movement, on encouraging learning, encouraging talents, and building a learning society. It has actively responded to and implemented it regularly, with a focus and key points, with many diverse, rich, and flexible forms suitable to the characteristics and conditions of the locality and unit, and has been widely deployed such as propaganda on: Radio, television, print newspapers, electronic newspapers, electronic information portals of departments, branches, localities, etc., integrating content with specific professional activities of each unit; considering the work of encouraging learning, encouraging talents, and building a learning society as an important task, contributing to improving people's knowledge, developing human resources, and striving to achieve the socio -economic development goals of the province. Through the dissemination, dissemination and implementation of directive documents of management levels, it contributes to raising the awareness of Party committees, authorities, cadres, party members and people in the province about the Party's guidelines and policies, the State's policies and laws, the meaningful role, importance and necessity of promoting learning, promoting talents and building a learning society in the current situation.

With the synchronous implementation of synchronous solutions, the Education and Training sector has achieved many remarkable results. The rate of mobilizing 5-year-old children to go to school is maintained at 99.91%; 5-year-old children completing preschool education program is 100%. Along with that, the rate of mobilizing nursery children to go to class is 50%, preschool children is 97.6%; the rate of 5-year-old children with learning disabilities who have access to education is 86.2%. In particular, 100% of 5-year-old children study 2 sessions/day, the teaching staff is guaranteed in both quantity and quality, 100% meet training standards, of which over 80% are above standard. Facilities, teaching equipment and educational environment continue to receive attention, 100% of classrooms meet requirements, 5-year-old classrooms have enough minimum teaching equipment, 100% of schools have green, clean and beautiful playgrounds, of which 90% have outdoor toys that are used regularly. With these efforts, 100% of commune and ward-level units have maintained and maintained the results of achieving universal preschool education standards for 5-year-old children.

The rate of children being enrolled in grade 1 reached 100%; 96.5% of 11-year-old children and 90% of children under 14 years old completed primary school. The number and structure of teachers were guaranteed, meeting and exceeding the standards prescribed by the Ministry of Education and Training; 100% of teachers met the requirements of professional standards. The facilities of primary schools were increasingly improved, the ratio of classrooms reached 1.1 rooms/class or more, functional rooms, equipment, teaching aids, playgrounds, and training grounds basically met the requirements. Notably, 100% of commune-level units met the standards of universal primary education level 2, of which 192 communes met the standards of level 3; the province continued to firmly maintain the results of universal primary education level 2.

The rate of students completing primary school to enter grade 6 reached 99.3%; the rate of young people aged 15-18 graduating from junior high school reached 92%. The team of teachers and staff is fully arranged according to regulations, 100% of teachers meet training standards, of which 85% are above standard; at the same time, 100% of teachers meet the requirements of junior high school professional standards. Investment in facilities is focused, the number of classrooms reaches 1.1 rooms/class or more; functional rooms, laboratory equipment, teaching aids, playgrounds, and basic training grounds meet the requirements, creating favorable conditions for teaching and learning.

Through the emulation movement "Building a learning society, promoting lifelong learning", learning is widely deployed throughout the education and training sector, helping to raise awareness and self-learning capacity in the digital age; enhancing responsibility and mobilizing the interest and active participation of agencies, units, organizations, unions, civil servants, public employees, and workers in the education sector in taking advantage of technology platforms, building and providing diverse lifelong learning channels and tools, meeting people's learning needs; especially the requirement of building self-learning capacity in the digital age.
