Highlights of the 2020-2025 term: Overcoming difficulties, achieving comprehensive achievements
The Congress took place in the context of many important events in the country and was also the first Congress of the Party Committee of the Ministry of Finance after restructuring the apparatus according to the Central policy, on the basis of merging the Ministry of Finance and the Ministry of Planning and Investment ; receiving the functions, tasks and apparatus of the Vietnam Social Security, a number of units under the State Capital Management Committee at Enterprises and the National Financial Supervision Committee.
The Congress coincided with the 80th anniversary of the Finance sector's tradition, creating a joyful and exciting atmosphere, affirming the belief and determination of the entire sector to successfully implement the Party's policies and guidelines, contributing to the country's rapid and sustainable development in the new era.
With the motto "Solidarity - Discipline - Breakthrough - Development", the Congress affirmed its determination to successfully achieve the goals by 2030, towards realizing the vision by 2045, when the country celebrates its 100th anniversary.
During the past term, the global and domestic context has undergone many rapid, complex, and unpredictable changes. The COVID-19 pandemic, armed conflicts, severe natural disasters, fierce technological competition, and policy adjustments from major countries have had a profound impact on socio-economic development.
In that context, the Party Executive Committee and the Party Executive Committee of the Ministry of Finance have closely followed the direction of the Central Committee and the Government Party Committee, proactively and resolutely led and directed party organizations, cadres and party members to unite, be unified, be creative, and strive to successfully implement the Resolution of the 13th National Party Congress.
The Party Committee of the Ministry led the development and promulgation of 738 legal documents, innovated thinking in law-making, perfected the socialist-oriented market economic institution, and issued policies to encourage the development of the digital economy, green economy, and innovation.
Many fiscal policies have been issued, with a support scale of VND 1.1 million billion through tax, fee, charge and land rent exemption, reduction and deferral. Total budget revenue for the 2021-2025 period is estimated to be 1.36 times higher than the previous period. The average budget deficit is about 3.4% of GDP, achieving the set target.
In the 2021-2025 period, the Finance sector will reduce about 3,600 contacts, equivalent to 37.7%, improving operational efficiency.
Regarding Party building, Party cell activities were conducted in a disciplined manner, the principles of democratic centralism, self-criticism and criticism were strictly implemented. The work of developing new Party members, inspection and supervision was put into practice, improving the effectiveness of preventing corruption and negativity.
The above comprehensive results have contributed to maintaining macroeconomic stability, promoting growth, and at the same time strengthening people's trust in the Party's leadership.

Term 2025-2030: Goals, solutions and 6 strategic breakthroughs
Entering the new term, the world situation is forecast to have many unpredictable changes. Domestically, after 40 years of renovation, the country's foundation, potential, position and international prestige have been raised. This is an important foundation for stronger growth.
The general goal is to build a united, democratic, clean and strong Party Committee of the Ministry of Finance; improve leadership capacity and fighting strength; build a team of key cadres with qualities, abilities and prestige equal to the task; strengthen inspection and supervision, and enhance solidarity and unity.
Socio-economic targets include: Average GDP growth rate in the 2026-2030 period reaches 10%/year; GDP per capita reaches 8,500 USD by 2030. TFP contribution is about 55%; social labor productivity increases by 8.5%/year. Average state budget deficit is 5% of GDP; public debt/GDP is over 45%; inflation is 4-4.5%/year. By 2030, there will be 2 million operating enterprises, at least 20 large enterprises participating in the global value chain. Registered FDI capital in the 2026-2030 period reaches 200-300 billion USD, realized capital is 150-200 billion USD. Over 97% of the population participates in health insurance; 60% of the workforce participates in social insurance.
With the target of Party building: 100% of cadres and party members study and thoroughly grasp the Resolution of the 14th Party Congress. 100% of party organizations are inspected and supervised during the term. The rate of new party members admitted each year reaches 3-4%. Over 90% of party organizations and party members complete their tasks well.
The leaders of the financial sector pointed out 6 strategic breakthroughs. These are: Strong breakthroughs in financial institutions and policies, unlocking development resources; Improving the efficiency of resource mobilization, allocation and public investment; Developing the private economy into an important driving force; Promoting science and technology, innovation, digital transformation; Improving the quality of strategic work, planning, statistics; Developing high-quality human resources, attracting and promoting talents.

After two days of urgent, serious, democratic and highly responsible work, the 1st Congress of the Party Committee of the Ministry of Finance was a great success, approving the Review Report of the Executive Committee for the 2020-2025 term and the Resolution for the 2025-2030 term.
In his closing speech, Party Secretary and Minister of Finance Nguyen Van Thang affirmed that the Congress had comprehensively assessed the results achieved, pointed out limitations, causes and drawn lessons. On that basis, the Congress determined the direction, goals, tasks and development solutions for the next term.
The new Party Executive Committee was introduced, demonstrating its determination, solidarity, responsibility, and efforts to successfully achieve the set goals. The Congress called on Party organizations, cadres, and Party members in the entire industry to promote the 80-year tradition, maintain discipline, and quickly put the resolution into practice, contributing to realizing the development goals until 2030 and the vision to 2045.
The Government Party Committee has appointed 40 comrades to the Executive Committee of the Party Committee of the Ministry of Finance for the 2025-2030 term; appointed 13 comrades to the Standing Committee.

The Government Party Committee has appointed comrade Nguyen Van Thang, member of the Party Central Committee, member of the Government Party Committee, Minister of Finance to hold the position of Secretary of the Party Committee of the Ministry of Finance for the 2025 - 2030 term; comrade Nguyen Thi Bich Ngoc, Deputy Minister of Finance to hold the position of Permanent Deputy Secretary of the Party Committee of the Ministry of Finance for the 2025 - 2030 term; comrade Do Van Truong to hold the position of full-time Deputy Secretary of the Party Committee of the Ministry of Finance for the 2025 - 2030 term; comrade Nguyen Thi Thu Lan, full-time Deputy Secretary of the Party Committee of the Ministry of Finance for the 2025 - 2030 term.
