
The meeting was chaired by the Chairman of the Provincial People's Committee, Nguyen Dang Binh, and the Standing Vice Chairman, Dinh Quang Tuyen.
According to the report at the meeting, total state budget revenue in the area up to October 31, 2024, reached 744 billion VND (including revenue from import and export activities and revenue from mobilized contributions), equivalent to 80% of the statutory budget estimate, 73.7% of the provincial budget estimate, and 114.2% compared to the same period last year.

Specifically, total domestic revenue reached VND 700.7 billion, achieving 77% of the central government's projected target; 71.6% of the provincial target, and 112.7% compared to the same period last year; total revenue from import and export activities reached VND 32.4 billion, achieving 162.2% of the central government's projected target; 101.3% of the provincial target, and 124% compared to the same period last year.

Regarding domestic revenue collection by locality and by revenue item/tax category, as of the end of October, four districts have completed their assigned provincial revenue targets: Ngan Son district achieved 35.6/30 billion VND, equivalent to 118.8%; Na Ri district achieved 28.6/27 billion VND, equivalent to 105.8%; Pac Nam district achieved 15.3/15 billion VND, equivalent to 102.2%; and Bach Thong district achieved 19.5/19.5 billion VND, equivalent to 100%. The remaining units have low collection progress mainly due to the incomplete auction of land use fees.

Besides some sectors and localities that have relatively good coordination with the Tax Department, such as Finance, Natural Resources and Environment, Industry and Trade, and some Project Management Boards, coordination and information exchange for tax management and anti-tax evasion purposes still have many limitations. Some key tasks assigned by the Provincial People's Committee in Notices and Conclusions remain unfinished. In addition, there are difficulties and obstacles regarding land use fees; revenue from central state-owned enterprises; and difficulties in exploiting and increasing revenue sources.

At the meeting, members of the Steering Committee discussed, contributed solutions, and proposed recommendations for implementing tax collection work in the last two months of the year, such as: Strengthening the management and use of invoices for retail gasoline and diesel sales, liquor stamps, and electronic invoices generated from cash registers; directing project management boards to instruct contractors to accelerate construction progress and disbursement; accelerating the auction and collection of land use fees, especially in key areas; urging mineral enterprises to declare and pay taxes in accordance with regulations based on the plan assigned at the beginning of the year…

Speaking at the meeting, Comrade Dinh Quang Tuyen, Standing Vice Chairman of the Provincial People's Committee, requested that units and localities currently experiencing revenue shortfalls should find and exploit their remaining potential to the maximum extent; for districts that have completed their revenue collection plans, they should continue to exploit revenue sources to contribute more to the province; determine reasonable land prices and planning work to serve auctions to ensure land use fee collection; the Tax Department should identify key enterprises, enterprises with outstanding tax debts, and enterprises operating in the area without paying taxes to the locality, so that the province can find solutions to urge them to pay taxes…

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Dang Binh directed: The Tax Department should develop a specific plan, review accurate data to strive to achieve and exceed the target; continue to organize land auctions to maximize revenue; maintain good revenue from land use and land lease; units and localities should thoroughly collect revenue from minerals, taxes, fees, basic construction, etc., striving to complete the Bac Kan province's budget revenue plan for 2024 for the first time to reach four digits (1,010 billion VND).
