The judicial sector needs to promptly advise on solutions to address bottlenecks and shortcomings.

On the afternoon of December 25th, the Ministry of Justice held a national conference to summarize the work of the justice sector in 2023, assess the results of the work up to the mid-term; and set directions for the tasks of the justice sector until the end of the term and the main tasks and solutions for the work in 2024.

Deputy Prime Minister Tran Luu Quang attended and directed the conference; Minister of Justice Le Thanh Long chaired the conference. At the Nghe An provincial branch, Mr. Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presided.

ENSURING THE PROGRESS AND QUALITY OF TASKS

In 2023, the Ministry of Justice focused its resources on timely implementation, ensuring the progress and quality of the assigned tasks. Leadership and management continued to be innovative and highly effective. The results of work in 2023 across most areas of the Ministry of Justice showed an increase compared to the same period in 2022, with some areas achieving outstanding results.

The work of building and perfecting institutions and laws has been given attention and implemented decisively by ministries and agencies, achieving many positive results. In 2023, the Ministry of Justice and other ministries and agencies developed, submitted for promulgation, or promulgated under their authority 515 legal documents, bringing the total since the beginning of the term to 2,198 documents. This has contributed to perfecting the country's legal system and promptly institutionalizing the Party's policies and guidelines.

The review and revision of legal documents were carried out promptly with a large volume of work, contributing to ensuring the consistency, transparency, and feasibility of the legal system. The Ministry of Justice organized 10 inter-agency inspection teams to examine the implementation of laws on handling administrative violations.

Communication and dissemination of policies, laws, and grassroots mediation efforts have been effectively implemented. The electronic civil registry database has been built and operated efficiently, maintaining seamless connectivity and sharing with the National Population Database. Since the beginning of the term, ministries, sectors, and localities have organized 1,464,569 direct legal education and dissemination sessions for over 100 million people.

Civil enforcement work has achieved the highest results ever. Institutions in the field of judicial support continue to be improved, meeting the requirements of preventing and combating corruption and negative practices, and of state management. Since the beginning of the term, civil enforcement agencies have completed 1,609,462 cases, totaling over 211,073 billion VND.

Legal aid work has yielded many impressive results, especially the establishment of a nationwide direct legal aid mechanism in criminal investigations, and the highest number of legal aid cases in litigation ever recorded. International law and international cooperation have also made significant strides.

Besides the achievements, the quality of lawmaking and implementation remains low; the backlog in issuing detailed regulations for laws and resolutions in effect has not been completely resolved; the effectiveness of state management in judicial support work is not as desired; the number of enforcement cases carried over to the next period remains high; and the effectiveness of administrative enforcement has not achieved the desired results...

At the conference, leaders of ministries, sectors, and localities focused on evaluating and discussing the achievements, difficulties, limitations, and causes in the implementation of tasks from the beginning of the term to the present, and proposed orientations for key tasks in 2024 and the entire term...

OVERCOME DIFFICULTIES AND SUCCESSFULLY COMPLETE ASSIGNED TASKS

Concluding the conference, Deputy Prime Minister Tran Luu Quang emphasized that in 2023, Vietnam faced many difficulties and challenges, but made efforts to overcome them and achieved many encouraging results. Among these achievements, the significant and important contributions of the Justice sector must be mentioned.

Emphasizing that 2024 will be a challenging year, the Deputy Prime Minister stated that time is running out, while the Ministry of Justice still has many outstanding tasks; the ministry's operational structure lacks a specific mechanism; and the demands of the people are increasingly high...

Looking ahead, Deputy Prime Minister Tran Luu Quang suggested that the Ministry of Justice should make greater efforts, overcome difficulties and obstacles, and continue to carry out important tasks: timely and high-quality institutional development; proposing amendments to the 2015 Law on the Promulgation of Legal Normative Documents, and the legislative and ordinance drafting programs for 2024 and 2025.

In addition, the appraisal of proposals for construction projects and draft legal documents needs to be timely, accurate, and address bottlenecks; the quality of law enforcement should be continuously improved; and policy communication, dissemination, and legal education should be strengthened through various effective methods.

Deputy Prime Minister Tran Luu Quang also requested the Ministry of Justice to focus on building the sector, helping officials within the sector feel secure in their work, and maintain their faith in their jobs and the glorious traditions of the sector. In particular, leaders must be exemplary role models of integrity for officials in the sector to learn from and emulate.

On the other hand, the Ministry of Justice needs to continue coordinating with ministries, sectors, and localities to improve the quality of its work; strengthen administrative reform and digital transformation; and enhance the quality and effectiveness of international law work.
