According to the assessment of the Provincial People's Committee, in recent times, the settlement of administrative procedures and provision of public services in the province have had many positive changes.

To serve national digital transformation, departments, branches and localities have received and processed administrative procedure records on the Provincial Administrative Procedure Information System, digitized records and results of administrative procedure settlement; improved the quality of public service provision for people and businesses; promptly resolved legitimate and legal requests and recommendations of people and businesses, contributing to improving the investment and business environment in the province.

However, besides the achieved results, administrative procedure reform and public service provision still have some shortcomings and limitations:

Some agencies, units and localities still have cadres, civil servants and public employees who violate public ethics, are corrupt, negative, create additional administrative procedures, records, documents, and require conditions that are not in accordance with regulations; the number of records processed on the national public service portal/provincial administrative procedure settlement information system has not ensured a 100% rate of records received; the rate of administrative procedure records received and processed online is not high; the rate of records digitized, exploited and reused of digital information and data of agencies, units and localities has not met requirements; the issuance of electronic administrative procedure settlement results is still limited; labor productivity has not been improved much; coordination in handling administrative procedure records is still ineffective; restructuring of processes, cutting down and simplifying the process of implementing administrative procedures is still slow compared to the set progress...

The main reason for the above shortcomings and limitations is that the heads of some agencies, units and localities are still not determined in directing and operating, and in some places the implementation is still formal; administrative discipline and order are not strict, and the assessment of the quality of administrative procedure implementation and public service provision is not really linked with the assessment of the level of periodic and annual task completion; civil servants and public employees have not promoted their roles and responsibilities in handling administrative procedures, and have not strictly implemented the reception and handling of administrative procedure records, leading to weak publicity and transparency; there is still a situation of shirking and avoiding responsibility; the human factor has not been promoted in implementing innovation and digital transformation in the implementation of administrative procedures; the role of reform and the potential of data in cutting and simplifying administrative procedures, improving service quality, and increasing labor productivity have not been promoted; Many departments, branches and localities have not focused on reviewing and proposing simplification of administrative procedures to promptly detect and propose solutions to difficulties and problems; information technology infrastructure in some localities is still not synchronous, and has not invested in a timely manner to serve digital transformation; the mentality and habits of following traditional methods and digital skills of a part of the population have not been improved...

To improve the efficiency of administrative procedure settlement, provide public services to people and businesses and overcome the above shortcomings and limitations, the Provincial People's Committee requests:

Directors of departments, heads of provincial-level departments and branches; Chairmen of People's Committees of districts, towns and cities continue to promote administrative procedure reform. Focus on reviewing, recommending and proposing to central ministries and branches to amend, supplement or abolish unnecessary administrative procedures and regulations that generate compliance costs, especially administrative procedures directly related to people and businesses. Timely grasp and thoroughly handle obstacles and difficulties for people and businesses; do not let the situation drag on, shirk responsibility, causing waste of costs and travel time for people and businesses.

Implement posting, publicizing, transparently, fully and promptly administrative procedures according to regulations; 100% of administrative procedure records of departments, branches and localities must be received and processed on the Provincial Administrative Procedure Processing Information System and data must be connected and synchronized with the National Public Service Portal so that people and businesses can perform and monitor the work processing process.

Implement the processing of work records to meet the entire process in the electronic environment to overcome the situation of receiving electronic records but the internal processing is done on paper, slowing down the progress and quality of work, affecting the provision of electronic results and reusing existing data in the Provincial Administrative Procedure Information System.

It is strictly forbidden to request people and businesses to provide information, documents, and results of administrative procedure settlement that have been digitized or shared from national and specialized databases, and the Provincial Administrative Procedure Settlement Information System in accordance with regulations; continue to promote information, propaganda, guidance, and encouragement for people and businesses to proactively participate in implementing and using online public services.

Strengthening administrative discipline and order in receiving and handling administrative procedures and providing public services. Strictly issuing written apologies to people and businesses and promptly correcting cases of delays and negative actions in handling administrative procedures of agencies and units in accordance with the provisions of Clause 5, Article 12 and Clause 9, Article 19, Decree No. 61/2018/ND-CP dated April 23, 2018 on implementing the one-stop and one-stop mechanism in handling administrative procedures. Resolutely and strictly handling agencies, units, cadres, civil servants and public employees who have harassing and negative behaviors, causing additional administrative procedures, records, documents, and requests for conditions that are not in accordance with regulations or repeatedly causing delays in receiving and handling administrative procedures.

Strengthen the responsibility of heads of agencies, units and localities on service quality in performing administrative procedures and providing public services; based on the assessment results publicly announced by the Provincial People's Committee Office based on the set of indicators for directing, operating and assessing the quality of service for people and businesses in performing administrative procedures and public services and the list of cadres, civil servants, public employees, agencies and units that cause delays according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister to review, evaluate and classify the quality and level of task completion of agencies, units, cadres, civil servants and public employees.

Prioritize the arrangement of competent, qualified, responsible and ethical officials, civil servants and public employees to implement administrative procedure reform and digital transformation tasks in the direction of strengthening the mobilization and secondment of officials, civil servants and public employees between agencies and units, ensuring the principle of not creating new payrolls...
