On October 15, 2024, the Prime Minister issued Decision No. 1189/QD-TTg approving the Vietnam Sports Development Strategy to 2030, with a vision to 2045. The promulgated strategy is the legal basis for the sports industry in general and sports in provinces and cities, including Nghe An, to have development orientations in the coming time.
The importance of Vietnam's Sports Development Strategy
The Sports Development Strategy to 2030, with a vision to 2045, is a very important document to concretize the Party's guidelines, policies, laws, and the State on sports development to build a sustainable and professional sports development. All people have access to, benefit from, and voluntarily practice to improve their health, fitness, and quality of life. Improve the achievements of Vietnamese sports in the international arena.
Based on the results achieved after 10 years of implementing the Vietnam Sports Development Strategy to 2020, the Vietnam Sports Development Strategy to 2030, with a vision to 2045, has many new points and is more comprehensive. Accordingly, the content of the Strategy focuses on comprehensively developing Vietnamese Sports in the aspects of sports movements for everyone; High-performance sports, professional sports; Expanding international cooperation on sports; Perfecting institutions, policies and laws on sports; Strengthening research and application of science - technology , medicine in the field of sports.
In addition, the strategy also provides solutions to help renew awareness and strengthen communication activities on sports; At the same time, in terms of law, it sets goals and provides directions to promote socialization and mobilize resources to develop sports; promote sports economic development; apply information technology and digital transformation...
With clear and specific goals and solutions, the Strategy is expected to develop Vietnamese Sports, in line with regional and world sports trends. As Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong said: "The birth of the Strategy is a new step forward, marking a strong transformation in the approach and development of the country's sports". To gradually realize the goals and tasks set out in the strategy, it is necessary to join hands and closely coordinate between the Central and local ministries, branches.
Vietnam's Sports Development Strategy to 20230, with a vision to 2045, will create momentum for Nghe An to comprehensively develop sports.
For Nghe An, the Strategy was issued at a time when the province is focusing on implementing Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 and Resolution 137 dated June 26, 2024 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.
According to the assessment of the leaders of the Department of Culture, Sports and Tourism of Nghe An province: The strategy is of special significance to Nghe An province. This is a great opportunity for Nghe An to strongly develop the sports career, contributing to improving people's health, training and developing comprehensive human resources in the country's renewal period in the context of a market economy and deep international integration.
Orientation of Nghe An Culture and Sports sector in the coming time
To contribute to the successful implementation of the goals and tasks set out in the Strategy, the Department of Culture, Sports and Tourism of Nghe An province is advising the Provincial People's Committee to issue a Plan to effectively implement the Vietnam Sports Development Strategy to 2030, with a vision to 2045 in the province. In particular, it will direct departments, branches and localities to closely coordinate and closely follow the Strategy to organize implementation, contributing to the completion of the goals and orientations of the Strategy, promoting the Nghe An Sports and Physical Training movement to develop evenly and diversely in all subjects and localities; striving to build Nghe An as a sports center of the North Central region and the country for high-performance sports.
Accordingly, Nghe An focuses on building and gradually perfecting the system of sports facilities. Building Vinh city into a sports center of the North Central and Central Coast regions; a center for training and selecting talents for key sports in the North Central region, and at the same time a training support center to improve national sports achievements.
Along with the industry development orientation, Nghe An also proposed a plan to develop sports infrastructure. In particular, it aims to build a network of modern sports facilities, qualified to host national and international sports tournaments. In particular, the provincial level has 3 basic sports facilities that meet the standards for organizing international competitions; 100% of district-level administrative units have 3 basic sports facilities that meet the prescribed criteria and standards; 100% of commune-level administrative units and schools in the general education system have sports facilities. Encourage domestic and foreign socio-economic organizations to build technical facilities to serve the training of high-performance sports athletes and organize major national and international sports events.
In addition, Nghe An also builds plans to develop mass sports and high-performance sports. In particular, forming the habit of regular physical training among the people. Strive to achieve a rate of 45% of people exercising regularly, achieving 100% of schools ensuring physical education in the curriculum. High-performance sports strive to be in the top 10 at the National Sports Festival, contributing 5-15 coaches and athletes to Vietnamese sports teams participating in the SEA Games, ASIAD and Olympics; focusing on advising on mechanisms and policies for high-performance athletes.
It is known that, in terms of specific policies and mechanisms, Nghe An province is currently implementing Resolution 137 dated June 26, 2024 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, including the policy for Nghe An province to apply investment under the public-private partnership method (PPP project) for investment projects in the field of "sports and culture" to mobilize domestic and foreign social resources to join hands in developing a synchronous and modern infrastructure system and sports facilities. The projects that Nghe An province is aiming for and introducing to investors for research and interest include: North Central Sports Complex and Nghe An Province High Performance Sports Training Center, with a scale of about 239.19 hectares in Vinh city.
In addition to the above investment calling solution, the province is currently starting to develop a medium-term public investment plan for the period 2026 - 2030, which will focus on investing in the Gymnasium, Training and Competition Center, and Sports Gifted High School. At the same time, mobilize other legal resources, promote socialization to build and upgrade the sports facility system from the province to the grassroots according to the provincial planning content and the Cultural and Sports Facility Network Planning approved by the Prime Minister.
To achieve the set goals, according to Ms. Tran Thi My Hanh - Director of Nghe An Department of Culture and Sports: In the coming time, the Department of Culture and Sports of the province will focus on reviewing the current policies of the Government and the province along with the requirements of sports development to proactively and actively advise the province on strong enough policies and mechanisms, creating a new face for Nghe An worthy of its stature. Along with that, the Department of Culture - Sports continues to focus on building professionalism in organization, training, coaching and education.
With determination in leadership and direction, systematic investment in infrastructure, especially key projects such as gymnasiums, will contribute to promoting Nghe An's sports and physical training to increasingly develop to meet the requirements and tasks in the new period.
