According to the National Center for Hydro-Meteorological Forecasting, on the morning of October 2, the tropical depression near Lu Dong Island (Philippines) strengthened into a storm, internationally named Matmo.

At 1 p.m. on October 2, the center of storm Matmo was at about 15.1 degrees North latitude; 126.4 degrees East longitude, in the sea east of the Philippines. The strongest wind near the center of the storm was level 8 (62 - 74 km/h), gusting to level 10. Moving in the West Northwest direction, speed about 25 km/h.

Forecast from the next 72 - 120 hours, storm Matmo moves in the West Northwest direction, traveling 15 - 20 km per hour.

Due to the influence of the storm, from noon and afternoon of October 3, the sea area in the East of the North East Sea will gradually increase to level 6 - 7, then increase to level 8 - 9, the area near the storm center will have strong winds of level 10 - 11, gusts of level 12, waves 4 - 6 m high; the sea will be very rough.

From October 4-5, the North East Sea area is likely to be affected by strong winds of level 11-12, gusting to level 15. Ships operating in the above dangerous areas are likely to be affected by storms, whirlwinds, strong winds, and large waves.

To proactively respond to the developments of the tropical depression (which has now strengthened into storm Matmo), the Hai Phong City Civil Defense Command requests the local Civil Defense Commands and relevant sectors, agencies and units to closely monitor warning bulletins, forecasts and developments of storm Matmo.

Notify captains and owners of vehicles and vessels operating at sea of ​​the location, direction of movement and developments of the storm to proactively prevent and have appropriate production plans, ensuring safety of people and property.

Maintain communication to promptly handle any bad situations that may arise. Prepare forces and means to deploy rescue work when situations arise.
