Nghe An province approves 11 quarries for soil and sand to serve the construction of the Vinh - Thanh Thuy expressway.

The Provincial People's Committee has just issued Decision No. 1865/QD-UBND approving the permits for soil and sand quarries to serve the construction of the Vinh - Thanh Thuy expressway project.

Accordingly, the Provincial People's Committee has approved 10 landfill sites located in the communes of Nam Dan, Xuan Lam, and Kim Bang, with a total area of ​​113.86 hectares, and one sand and gravel site in the Lam River area, Yen Xuan commune, with an area of ​​12.12 hectares, to be included in the area where mineral exploitation rights are not subject to auction, as stipulated in Clause 2, Article 100 of the Law on Geology and Minerals No. 54/2025/QH15, amended and supplemented by Clause 26, Article 1 of Law No. 147/2025/QH15. Specifically as follows:

1. Nam Dan 1 soil mine in Nam Dan commune (formerly Nam Nghia commune) with an area of ​​8.07 hectares;

2. Xuan Lam 1 quarry is located in area 1 of Xuan Lam commune (formerly Ngoc Son commune) with an area of ​​3.47 hectares and area 2 of Xuan Lam commune (formerly Ngoc Son commune) with an area of ​​9.46 hectares.

3. Xuan Lam 2 quarry in Xuan Lam commune with an area of ​​2.44 hectares.

4. Xuan Lam 4 soil mine is located in area 2 of Xuan Lam commune (formerly Ngoc Son commune) with an area of ​​17.10 hectares.

5. The Kim Bang soil mine is located in Kim Bang commune (formerly Thanh Thuy commune) with an area of ​​18.24 hectares.

6. The Rú Thông – Cồn Cỏ quarry is located in Long Bình hamlet, Nam Đàn commune (formerly hamlet 11, Nam Nghĩa commune) with an area of ​​4.82 hectares.

7. Hong Tan 1 soil mine, Nam Dan commune, located at Tu Va Mountain, Nam Dan commune, with an area of ​​7.36 hectares.

8. Hong Tan 2 soil mine, Nam Dan commune, located at Mang Giang Mountain, Nam Dan commune, with an area of ​​6.40 hectares.

9. Hong Tan 3 soil mine at Mang Giang Mountain, Nam Dan commune, with an area of ​​8.15 hectares.

10. The Da Bac mountain quarry in Nam Dan and Xuan Lam communes covers an area of ​​28.35 hectares.

And the Lam River sand and gravel mine in Yen Xuan commune, located in Linh Son 8 village, Yen Xuan commune, covers an area of ​​12.12 hectares.

These quarries of soil, sand, and gravel were licensed for exploitation without auction to supply raw materials for the Vinh – Thanh Thủy expressway construction project.

The Provincial People's Committee assigns the Department of Agriculture and Environment to take the lead and coordinate with relevant agencies to advise and submit to the Chairman of the Provincial People's Committee on the management and licensing of mineral exploitation activities in the aforementioned mining areas in accordance with the law.

Besides licensed mining areas for common construction materials serving urgent projects, Nghe An province regularly organizes auctions for the right to exploit many earth, sand, and stone mines to ensure transparency and increase the efficiency of mineral resource management.
