Nghe An province strives to have at least 90% of its communes and wards meet the standards for universal preschool education.

Nghe An province has set a target for the period 2026-2028: annually, the enrollment rate of children aged 3 to 5 in preschool will reach 92%; for communes with particularly difficult socio-economic conditions, the target will be at least 90%.

The People's Committee of Nghe An province has just issued Plan No. 410/KH-UBND dated May 21, 2026, on the implementation of universal preschool education for children aged 3 to 5 years old in the province during the period 2026 - 2030.

In the Plan, the People's Committee of Nghe An province sets the goal that in the period 2026-2028, the annual enrollment rate of children aged 3 to 5 in preschool will reach 92%; for communes with particularly difficult socio -economic conditions, the rate will reach at least 90%.

Annually, the percentage of children aged 3 to 5 completing the Early Childhood Education Program according to their age group reaches at least 85%; for communes with particularly difficult socio-economic conditions, it reaches at least 80%.

100% of public preschools ensure one classroom per class; strive for 80% of preschools to have sufficient facilities, teaching equipment, supplies, toys, and teachers according to prescribed standards; the rate of solid classrooms reaches 90%. By 2028, approximately 78% (102 communes and wards) in the province will meet the standards for universal preschool education for children aged 3 to 5 years old.

During the period 2029-2030, the annual enrollment rate of children aged 3 to 5 years old in preschool education will reach at least 95%; for communes with particularly difficult socio-economic conditions, it will reach at least 92%. Annually, the percentage of children aged 3 to 5 years old completing the preschool education program according to their age will reach at least 90%; for communes with particularly difficult socio-economic conditions, it will reach at least 85%. Preschool education facilities will have sufficient infrastructure, teaching equipment, supplies, toys, and qualified teachers according to prescribed standards, reaching 90% or more; the percentage of structurally sound classrooms will reach at least 95%.

By 2030, at least 90% (120 communes and wards) in the province will have achieved universal preschool education standards for children aged 3 to 5 years old.

To achieve the goal, the Provincial People's Committee has set forth many tasks and solutions. These include focusing on strengthening the leadership and guidance of Party committees and governments at all levels, ensuring synchronized coordination among all levels and sectors in implementing universal preschool education for children aged 3 to 5; developing and improving the quality of non-public preschool education to increase the enrollment rate of children aged 3 to 5; investing in the development of school networks, classrooms, facilities, teaching equipment, supplies, and toys; and mobilizing resources to implement universal preschool education for children aged 3 to 5...

In particular, effectively implement early childhood education development policies in communes with especially difficult socio-economic conditions, ethnic minority and mountainous areas, border regions, islands, coastal areas, densely populated areas, and areas with industrial zones, clusters, and export processing zones. Innovate early childhood education methods and improve the effectiveness of the new Early Childhood Education Program.

In the Plan, the Provincial People's Committee assigned the Department of Education and Training to preside over and coordinate with relevant departments, agencies, and units to organize the implementation of the plan; to advise on the establishment of the Provincial Steering Committee for Universalization, assigning tasks to members according to their functions and responsibilities; to coordinate with relevant departments and agencies to direct localities to develop a plan for the network of schools and classrooms, prioritize land allocation, arrange, integrate, and effectively utilize capital from the budget, programs, and projects... to build infrastructure and equipment for early childhood education in a standardized and modern direction; to promote the socialization of education, mobilize resources to invest in the construction and development of early childhood education, and meet the plan's objectives.

The Provincial People's Committee requests the Provincial Fatherland Front Committee, relevant agencies, units, and socio-political organizations in the province to closely coordinate with all levels of government and the education sector to mobilize and create favorable conditions for social resources (material, human, financial) to support early childhood education facilities, especially in areas with particularly difficult socio-economic conditions, in order to successfully achieve universal education goals; and to strengthen social supervision and criticism of the implementation of policies, programs, and projects related to early childhood education in the province, ensuring that policies are implemented correctly and effectively for the target groups.

The People's Committees of communes and wards shall incorporate the goal of universal preschool education for children aged 3 to 5 into their annual and multi-year socio-economic development plans; take the lead in coordinating with the Department of Education and Training and relevant units to review and plan the network of preschools and classes; and ensure land allocation for the construction and development of schools and classes in accordance with the local development...
