Nghe An deploys virtual assistant application to support civil servants, public employees, people and businesses

Accordingly, to focus on implementing the province's digital transformation tasks and improving the Digital Transformation Index (DTI) of Nghe An province, the Provincial People's Committee requests provincial departments, branches, and People's Committees of districts, cities, and towns to urgently and seriously direct the implementation of the following key tasks:

- Establish a Steering Committee for Digital Transformation of agencies, units, and localities on the basis of consolidating the Steering Committee for e-government construction, in which specific tasks are assigned to members in charge of digital transformation tasks of agencies, units, and localities, to be completed before August 30, 2023.

- Focus on directing the improvement of the efficiency of exploiting and using the province's online public services, ensuring that by 2023 the rate of online processing records will be over 80%.

- Arrange civil servants and public employees specializing in and concurrently holding positions in the fields of information technology, digital transformation, and network information security to serve the implementation of digital transformation tasks.

- People's Committees of districts, cities and towns direct the implementation of broadcasting a separate column on digital transformation on local grassroots radio systems, to be completed before September 30, 2023.

- People's Committees of districts, cities and towns direct the establishment and direct management and operation of Community Digital Technology Teams at commune and village levels, to be completed before September 30, 2023.

Provincial People's Committee Office:

- Direct the Provincial Electronic Information Portal to upgrade the Electronic Information Portal System and the Administrative Procedures Information System of Nghe An province to meet the functional and technical requirements as prescribed. Add features to personalize service access; personalize service implementation and personalize service results to facilitate people and businesses in exploiting and using the province's online public services. Deploy virtual assistant applications to support civil servants, public employees, people and businesses in using public services according to Official Dispatch No. 797/BTTTT-THH dated March 6, 2022 of the Ministry of Information and Communications guiding a number of important tasks to promote the implementation of digital transformation in 2022, to be completed before September 30, 2023.

- Preside and coordinate with relevant agencies and units to improve the level of people participating with state agencies in resolving local issues with the government: Publicly announce channels for receiving feedback (Public Service Portal, Mobile App, messages on communication platforms); Rate of feedback processed on time and level of satisfaction with feedback handling via the Public Service Portal, via mobile apps, via messages on communication platforms (Zalo, Messenger,...) and via other channels (using electronic forms).

Department of Information and Communications:

- Based on the promulgated Vietnam e-Government Architecture Framework, research and advise the Provincial People's Committee to build the Nghe An province e-Government Architecture to ensure compliance with regulations.

- Preside and coordinate with the Department of Home Affairs and the Department of Science and Technology to research and advise the Provincial People's Committee to promptly issue policies to hire digital transformation experts.

- Preside over and coordinate with telecommunications enterprises in the province to implement the goal that by the end of 2023, the rate of population over 15 years old having smartphones will reach 85%; the rate of households with someone having a smartphone will reach 95%; the rate of households with broadband fiber optic Internet will reach 75%.

- Deploy upgrading of the Provincial Data Integration Center towards using cloud computing technology, connecting to the Government cloud computing platform in accordance with regulations.

- Research and deploy platforms such as: Centralized data analysis and processing platform; Comprehensive and unified digital management platform serving the direction, operation and internal management activities of state agencies; Deploying Artificial Intelligence (AI) applications in digital government operations.

- Strengthen propaganda work, encourage people of adult age to register to use digital signatures or personal electronic signatures to facilitate electronic transactions.

- Strengthen monitoring, detection and handling of incidents in state agencies; handle and remove malware from detected botnet IPs.

- Develop response plans to handle cyber attacks for information systems of state agencies; organize drills to handle cyber attacks.

- Strengthen coordination, learn from experience in implementing digital transformation contents, improve the Digital Transformation Index (DTI) at the provincial level in ministries, branches and localities.

Department of Finance:

- Preside and coordinate with the Department of Information and Communications to research and advise the Provincial People's Committee to issue documents reminding and rectifying spending management for digital transformation in the province; research and promptly advise on developing a policy on the minimum annual State budget spending ratio for digital transformation.

- Preside and coordinate with the Department of Information and Communications and relevant agencies and units to synthesize annual reports including: Total expenditure for Information Security (funds for monitoring; inspection, assessment; drills, incident response; training; propaganda on information security). Total expenditure for digital government, digital society, digital economy according to current budget decentralization.

Department of Planning and Investment:

- Research and advise the Provincial People's Committee to develop solutions to promote small and medium enterprises to access and participate in the SMEdx program.

- Preside and coordinate with relevant agencies and units to advise the Provincial People's Committee on implementing solutions to promote small and medium-sized enterprises to use digital platforms to reach at least 50% of small and medium-sized enterprises in the province.

Department of Home Affairs: Advise the Provincial People's Committee to direct sectors and localities to promote administrative reform and improve the effectiveness of direction and administration.

Department of Education and Training:

- Research, propose and encourage colleges, universities and postgraduate training institutions in the province to train in digital transformation.

- Preside over and coordinate with relevant agencies and units to direct and guide colleges, universities, vocational training institutions, and educational institutions from primary to high school to implement digital transformation (perfecting book management models, book operations, standardizing book data, and open digital science warehouses).

Department of Labor, War Invalids and Social Affairs: Coordinate with the Department of Information and Communications and relevant agencies and units to research and advise the Provincial People's Committee to develop a plan to foster and train digital skills for workers.

Department of Industry and Trade:

- Preside and coordinate with relevant agencies and units to promote businesses to use electronic contracts.

- Preside and coordinate with relevant agencies and units to improve the efficiency of exploiting and using the e-commerce platform of Clamshell and Postmart.

Provincial Tax Department: Take the lead and coordinate with relevant agencies and units to promote enterprises to pay taxes electronically, ensuring the target of 100% of enterprises paying taxes electronically by the end of 2023.

Provincial Police: Strengthen propaganda work and implement the issuance of digital identities/electronic identification accounts to people in the province according to regulations.

State Bank of Vietnam, Nghe An Province Branch: Take the lead and coordinate with relevant agencies and units to direct local credit institutions to encourage and support people aged 15 and over to open transaction accounts at banks.

Request provincial departments, branches, sectors, People's Committees of districts, cities and towns to seriously implement the above contents. Periodically report the implementation results to the Provincial People's Committee (through the Department of Information and Communications).
