Research on planning of Dak Nong - Lam Dong expressway

On April 28, 2025, the Ministry of Construction issued Official Dispatch No. 2767/BXD-KHTC in response to the proposal of Dak Nong Provincial People's Committee on matters related to planning and construction of expressways.

In particular, the Ministry of Construction confirmed its acknowledgement of the proposal of the Dak Nong Provincial People's Committee on adding the expressway connecting Dak Nong - Lam Dong - Binh Thuan to the National Road Network Planning.

In the coming time, the Ministry of Construction will closely coordinate with the People's Committee of Dak Nong province and related localities to study the planning of this expressway.

The study of the expressway planning is based on the orientation of economic corridor development in the national master plan and regional development goals after the province's merger.

Also according to the Ministry of Construction, the Road Network Planning for the 2021-2030 period, with a vision to 2050, the provinces of Dak Nong, Lam Dong, and Binh Thuan all have expressways along the North-South axis.

However, there is currently no expressway connecting the three provinces along the East-West axis. Inter-provincial traffic is currently mainly through existing national highways such as National Highway 55, National Highway 28 and National Highway 28B. This somewhat limits the ability to connect regions and develop inter-provincial socio-economics.

Meanwhile, according to the National Master Plan for the 2021-2030 period, with a vision to 2050, approved by the National Assembly in Resolution No. 81/2023/QH15, clearly orients the gradual formation of major economic corridors in the long term, including the East-West corridor connecting the Southern Central Highlands region (Dak Nong, Lam Dong) with the South Central Coast (Ninh Thuan, Binh Thuan).

At the 11th Conference of the 13th Party Central Committee (Resolution No. 60-NQ/TW dated April 12, 2025), the Central Committee agreed on the policy of merging a number of provinces, including the provinces in the Central Highlands and South Central Coast regions.

On that basis, sectoral, regional and provincial planning will be adjusted appropriately to serve socio-economic development and ensure national defense and security.

The addition of the expressway connecting Dak Nong - Lam Dong - Binh Thuan is not only significant in terms of transportation, but also strategic in completing infrastructure, forming an inter-regional economic development axis, effectively serving the administrative - territorial restructuring process in the coming time.

On April 8, 2025, the People's Committee of Dak Nong province issued Official Dispatch No. 2126/UBND-KT providing comments on the Draft Resolution of the regular Government meeting in March 2025 and the Government's online conference with localities. Accordingly, the People's Committee of Dak Nong province proposed 2 contents including: Implementing the Gia Nghia - Chon Thanh Expressway Construction Investment Project; Adding the expressway connecting Dak Nong, Lam Dong, and Binh Thuan provinces to the National Expressway Network Planning.
