Ngoc Lien focuses resources on building grassroots cultural institutions

The cultural house of village 8, Ngoc Lien commune was built from the people's contributions.

In November 2024, the cultural house of village 8, Ngoc Lien commune was completed and put into use with sound and lighting equipment, library, toilets with a total investment of more than 700 million VND from the capital contributed by the people. In addition, the cultural and sports area of the village is also equipped with a soccer field, 2 volleyball courts, and a badminton court to serve the cultural and artistic activities and daily health training of the people.

Party cell secretary and village head Le Trung Mai said: “After the policy of building a village cultural house was approved, the Party cell and the village executive committee organized a meeting with the people to collect their opinions on the design plan, construction implementation and contribution level so that the people could discuss, agree and decide. Based on the local economic conditions, the people in the village agreed to contribute 300,000 VND/person/year. Currently, the campus still lacks exercise equipment for the elderly, a playground for children, a soccer field, and a volleyball court that need to be renovated. Therefore, the Party cell and the village executive committee are continuing to mobilize contributions and support from the people to complete these items, serving the cultural activities of the village.”

Ngoc Lien commune was established on the basis of merging 5 old administrative units: Loc Thinh, Cao Thinh, Ngoc Son, Ngoc Trung and Ngoc Lien communes. Currently, 41/41 villages of Ngoc Lien commune have cultural houses and community learning centers, which are effectively used and preserved by the people, contributing to improving the material and spiritual life of the people in the commune.

After the merger, the commune inspected and re-evaluated all facilities and cultural institutions and proposed solutions to renovate, repair and supplement missing or degraded cultural institutions in villages and hamlets. At the same time, it directed villages and hamlets in the area to focus on mobilizing the maximum collective strength of the people and socialized resources to invest in upgrading and repairing, contributing to improving the quality of the movement to build cultural families and cultural villages, completing the cultural criteria in the new rural construction. In addition, the commune also has a plan to regularly organize activities to commend positive examples in the activities of building cultural life and building cultural institutions; mobilize people and associations and organizations to jointly renovate cultural houses, cultural house grounds, village roads, alleys, etc.

Head of the Department of Culture and Society of Ngoc Lien Commune, Pham Tuan Quang, said: “The Department will advise the commune to issue mechanisms to develop cultural and sports institutions in accordance with reality. At the same time, it will encourage organizations, individuals and businesses to participate in investing in cultural institutions; issue regulations on management, exploitation and operation of cultural houses; issue instructions on implementing the autonomy mechanism for cultural and sports institutions... Newly built and repaired cultural houses and community learning centers must ensure that they meet the prescribed standards; the campus is planned to be planted with shade trees, ornamental plants, flowers, ensuring a beautiful landscape and being environmentally friendly. For low-lying areas, the construction of cultural and community learning houses must be associated with community flood shelters"...
