The people of Binh Chanh agree with the plan to merge the communes.

In 1984, Binh Chanh commune was established based on Tu Tra hamlet (Binh Tu commune), Ngu Xa hamlet, Long Hoi hamlet (Binh Phu commune) and a part of Binh Que commune.

Having existed for four decades, Binh Chanh and Binh Phu communes are now merging into a new administrative unit, tentatively named Binh Phu. To understand the people's feelings about this plan, we conducted a field survey and found that most residents support it.

Mr. Duong Ngoc Tuong's family previously belonged to Tu Tra village (Binh Tu commune). In 1984, following the general policy, Tu Tra village was separated from Binh Tu and joined the newly established Binh Chanh commune.

Mr. Tuong shared that, at over 60 years old, he has had his household registration in two different communes, and is now changing his permanent residence again. Although it was difficult at first, he has gradually gotten used to it over time.

"The reorganization of administrative units is a general policy, and the people are very supportive. When merged, the administrative apparatus at the grassroots level will be less overlapping and cumbersome. Although people will have to travel further to complete administrative procedures, they still agree," Mr. Tuong said.

Also in Tu Tra village, Mr. Duong Ngoc Kim said: "The people agree with the policy of merging the communes. The most important thing is that when merging, the government must consider options to ensure administrative procedures for the people are synchronized and digitized."

Discussing the reorganization of administrative units in the district, Mr. Vo Van Hung, Chairman of the Thang Binh District People's Committee, said that the immediate priority is to effectively implement the policy of reorganizing commune-level administrative units in accordance with the guidelines from higher levels. The Party Committee and the government of Binh Chanh commune must recognize this as a major and particularly important policy.

"It is necessary to review and resolve outstanding issues. The conference to gather voter opinions on the plan to merge Binh Chanh and Binh Phu communes into a new administrative unit, Binh Phu commune, for the period 2023-2025, scheduled for mid-May, should be conducted effectively."

"Officials, Party members, and the people of Binh Chanh need to clearly understand that the reorganization of administrative units for the commune is a favorable opportunity to develop the land and people here, therefore, there needs to be high consensus and agreement," Mr. Hung said.
