Prolonged… to stagnation
During the first rains of the season, the long Tieu La road (Thang Binh commune, Da Nang city) was flooded because the middle of the road was concave and the surrounding area had no drainage. Under the impact of weather and high traffic density, the roadbed and surface were broken, rutted into potholes, creating dangerous traps for road users.
Mr. Nguyen Van Tien (local resident) said: “It’s like that in the rainy season, and in the dry season, every time a car passes by, dust flies everywhere. We have to put up a sign saying “Dusty road, please drive slowly”.
Local residents said that this road has been damaged and degraded for nearly ten years, affecting daily life, traffic safety and urban beauty.
Based on the above reality, the People's Committee of Thang Binh district (old) mobilized investment resources to upgrade and expand a section of Tieu La road. For the connecting section from Tieu La road to National Highway 14E, the locality approved the investment project to build Tieu La road (Tu Thiet - Binh Quy) on December 11, 2020; approved the adjustment on August 13, 2021 with a total amount of nearly 20 billion VND. The Project Management Board - Urban Area of Thang Binh district (now the Project Management Board for Investment and Construction of Thang Binh area) was assigned as the investor.
It is worth mentioning that the project implementation period is 2021 - 2023, but due to problems with site clearance, on March 11, 2024, the locality had to adjust to the 2021 - 2025 period. But then, the project still could not be constructed. Not only that, the site congestion plus the prolonged construction time, the increasing prices of raw materials, machinery, equipment and labor, so the construction contractor asked to terminate the contract.
Following the direction of the competent authority, the investor coordinated with relevant units to propose adjusting the cross-section of the project from 14.5m to 9.5m, removing the drainage system along both sides and following the status of the old roadbed.
The proposed content was approved by the People's Committee of Thang Binh district (old) to adjust the investment policy in Decision No. 703, dated April 25, 2025 and adjust the project implementation to 2021 - 2026. On July 1, 2025, the district level no longer exists, the project has been stalled, greatly affecting the lives, activities and travel of the people.
Reboot
After a recent field inspection trip, Vice Chairman of the City People's Committee Tran Chi Cuong assigned the People's Committee of Thang Binh commune to coordinate with relevant departments and units to meet with households affected by the project, analyze and clearly explain the advantages and limitations of the two investment options with cross-sections of 14.5m and 9.5m wide.
Propaganda and mobilize people to comply with policies and guidelines on site clearance when investing in a 14.5m cross-section (10.5m wide road surface; 2m wide sidewalk on each side) as approved by Thang Binh district (old) in Decision No. 2222, dated August 13, 2021.
The Department of Finance said that the People's Committee of Thang Binh commune reported that after holding a meeting to collect opinions from affected households, the people all agreed to invest according to the initially approved cross-section of 14.5m. After studying, the Department of Finance advised the City People's Committee to consider and agree to continue investing in the Tieu La road project (Tu Thiet - Binh Quy) according to the cross-section of 14.5m.
On October 13, the City People's Committee issued Document No. 2844 agreeing to continue investing in the project approved in Decision No. 2222, dated August 13, 2021 of the People's Committee of Thang Binh District (old). Assigning the Quang Nam Construction Investment Project Management Board to be responsible for coordinating to check, review, and update the estimated unit price at the current time to serve as a basis for implementing and carrying out procedures to adjust the investment policy according to regulations.
The coordination board implements compensation and site clearance work, speeds up the progress of the remaining volume, commits to the completion time, disburses capital, ensures the completion of the project, and puts it into effective use. The City Land Fund Development Center coordinates with Thang Binh commune to urgently develop a compensation and site clearance plan for the remaining households; synthesizes and submits the plan for approval, makes payments and hands over the site for implementation according to the prescribed order and procedures.
Mr. Doan Thanh Khiet, Chairman of the People's Committee of Thang Binh Commune, said that the 14.5m wide scale is suitable for the planning, synchronous technical infrastructure, and connection with neighboring projects will meet current and future traffic needs. The relevant unit has restored the old site clearance markers and publicly disclosed previous statistics so that people can request additional information if they see any shortcomings, and then take the next steps.
