On October 22, the Department of Health said it had sent a document to its affiliated units and medical examination and treatment facilities in the area, requesting urgent implementation of a response plan for storm No. 12.

Accordingly, units closely monitor the development of storms and flood situations; proactively review and update disaster prevention and control plans, and organize responses appropriate to the actual situation according to the "4 on-site" motto.

Hospitals, medical centers and medical stations must arrange for specialized staff and 24/7 emergency staff, and prepare vehicles, equipment, medicines, chemicals, supplies and backup power to promptly provide emergency aid and treatment to patients in all situations.

In particular, the department requested to immediately deploy plans to protect medical facilities in areas at risk of being affected by floods; proactively evacuate patients, staff and medical equipment in low-lying areas at risk of flooding and landslides.

Units must have specific plans to move seriously ill patients, ventilators and emergency resuscitation equipment to higher floors or safe areas; at the same time, brace and secure doors, windows and equipment to prevent damage when the storm hits.

Hospitals are fully prepared with backup power sources, fuel, medicine and emergency equipment, ensuring continuous and uninterrupted operations during storms; mobilizing maximum human resources, organizing classification, emergency aid and timely treatment for victims in emergency situations.

Prepare plans to set up field first aid stations in high, safe areas if necessary.

Along with the response to storm No. 12, the Department of Health requires units to strengthen epidemiological surveillance, proactively prevent diseases arising during and after the storm; especially diseases transmitted through the digestive tract, water and mosquitoes.

Medical facilities must organize environmental sanitation, collect waste, treat domestic water, ensure food safety, and absolutely not let disease outbreaks occur after floods.

After the storm has passed, medical facilities need to quickly restore medical examination and treatment activities, ensuring timely health care for people; at the same time, synthesize reports on damage and support needs and send them to the Department of Health to submit to the City People's Committee and the Ministry of Health for consideration and support.
