Rectifying prescriptions for drugs not listed in the health insurance list

The Ministry of Health is drafting a new circular regulating the list, rates, levels and conditions for payment of health insurance drugs, including considering updating new drugs to be included in the list of drugs paid by the health insurance fund.

In response to comments about the situation of many medical facilities prescribing drugs outside the health insurance (HI) list, causing difficulties and costs for people, while the State is actively encouraging the entire population to participate in HI, the Ministry of Health said it is stepping up inspection, supervision, and rectification work, while updating and expanding the HI drug list to ensure the rights of participants.

The Ministry of Health is drafting a new circular regulating the list, rates, levels and conditions for payment of health insurance drugs, including considering updating new drugs to be included in the list of drugs paid by the health insurance fund. The draft circular is currently being finalized.

Accordingly, drugs proposed to be included in the list of health insurance payments will be considered to determine the payment rate and payment conditions when one of the following criteria is met: the drug has a high treatment cost or a large budget impact; the drug has a higher treatment cost than drugs with the same indication in the current drug list... This Circular promotes the implementation of the policy of rational, safe and effective drug use. In particular, it ensures the rights of health insurance participants, gradually reducing the direct payment rate of health insurance participants.

Currently, the proportion of direct out-of-pocket expenditure from households for medical examination and treatment accounts for about 40% of medical expenses. In some other countries in the region, this proportion accounts for about 15 - 17%.
