The dispatch of the Military Region 5 Command stated: Agencies and units must direct and strictly maintain the 24/7 emergency response and disaster prevention regime at all levels according to regulations; promptly grasp the natural disaster situation, effectively handle situations that arise; ensure smooth communication to serve the command and operation of natural disaster response and search and rescue.
Organize inspection, review, adjustment, and supplementation of plans, strengthen inspection of subordinate units; implement measures to ensure safety of warehouses, barracks, technical areas, vehicles, combat works and army activities; inspect technical means, equipment, and materials for tasks; fully reserve materials, military medicine, food, provisions, and fuel.
When there is a situation, proactively advise and support local authorities to take timely response and handling measures, and effectively implement the "4 on-the-spot" motto. Be ready to deploy forces to help people prevent, evacuate and overcome the consequences of storms, rain, floods and landslides according to the requests of localities and the direction of the Military Region Command; pay attention to ensuring safety when using forces and vehicles.

Grasp households that need help, especially households with the elderly and children.
On the morning of October 22, the Military Region's working delegation led by Colonel Phan Dai Nghia, Deputy Commander and Chief of Staff of Military Region 5, inspected the response work to storm No. 12 (Fengshen) in Da Nang city.
Accordingly, the working group inspected areas at high risk of landslides in Hoa Son cemetery, residential area of Alley 161 Me Suot (the flood center of Da Nang in recent times) and inspected the evacuation site for people in flooded areas at Da Nang University.
During the field inspection and listening to the report of the leaders of the Da Nang City Military Command and local Party committees and authorities on the preparation for storm No. 12, Colonel Phan Dai Nghia highly appreciated the proactive and active preparation of response plans by the forces.
The Deputy Commander and Chief of Staff of the Military Region emphasized that agencies, units, Party committees and local authorities need to properly implement the "4 on-the-spot" principle in responding to storms. Forces need to stay close to the grassroots, especially in areas where flooding frequently occurs, and must firmly grasp households that need help when necessary, especially households with the elderly and children.
The leaders of Military Region 5 requested the Da Nang City Military Command to closely coordinate with local Party committees and authorities to dispatch forces, coordinate the evacuation of people to safe places, and promptly handle situations that arise, ensuring absolute safety before, during and after the storm.
