The Gia Lai Provincial Border Guard Command said that by noon on October 21, the unit had directed border posts to coordinate with local authorities to inform vessels operating in the sea areas of the location and direction of the storm so that they would not enter dangerous areas. The units also checked and counted vessels in operation to proactively avoid storm No. 12.
Strictly implementing the direction of the superiors, the Provincial Border Guard Command has issued 3 dispatches requesting agencies and units to regularly monitor and update the weather situation on the border and sea areas; proactively prepare plans to respond to storms. A Deputy Commander was assigned to directly direct and urge border units to deploy storm prevention and control measures; at the same time, propagate and inform ships about the developments and direction of the storm so that they can proactively avoid, escape or not move into dangerous areas.
From October 19 to 21, the unit sent 68 officers to the grassroots to propagate and mobilize 1,432 fishermen; organized 22 patrols with 75 officers and soldiers participating in guiding ships to anchor safely at Tam Quan, De Gi and Quy Nhon ports.
The provincial Border Guard strictly maintained the command, troop, and disaster prevention and search and rescue regime with 17 squads/334 officers and soldiers; mobilized 19 cars, 185 motorbikes, 20 ships, canoes, 7 service dogs and fully equipped with rescue equipment. Border guards increased their staff to key areas, propagandized fishermen not to be subjective, maintained 24/7 communication to promptly handle arising situations.
To date, the unit has called on nearly 1,900 ships with more than 8,000 fishermen to anchor at safe storm shelters. In addition, more than 4,700 ships with more than 33,000 other fishermen have come ashore to take shelter. Currently, there are still more than 1,000 ships with more than 7,000 fishermen operating outside the storm-affected area.
According to the Gia Lai Provincial People's Committee, to respond to storm No. 12, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to preside over and advise on the establishment of a forward command post in Hoai Nhon town and a provincial working group to direct response work when the situation becomes complicated. Disaster response scenarios will also be activated in accordance with actual developments.
Water regulation at irrigation and hydroelectric reservoirs is given special attention, ensuring safety of works, preventing flooding downstream and minimizing risks when heavy rains last for a long time. Particularly in the western part of the province, irrigation reservoirs will be operated according to regulations to store water for the next crop.
It is forecasted that from now until October 24, the province will have widespread heavy rain, with rainfall ranging from 80-150 mm/24 hours, with some places exceeding 200 mm. Rain will be concentrated in the East and Northeast, then spreading to the Northwest. From October 24-26, rain will tend to decrease but there is still a risk of localized heavy rain, flash floods and landslides.
