According to the Government Portal, on November 27, 2023, the National Assembly passed the draft Law on Identification (effective from July 1, 2024). With the name change from the Citizen Identification Law (CCCD) to the Identification Law, the CCCD card will also have a new name, the Identification Card.
Article 46 of the Law on Identification stipulates on transition clearly: CCCD cards issued before the effective date of this Law (July 1, 2024) are valid until the expiration date printed on the card. Citizens who have a need can be issued a replacement for an ID card. This means that all citizens do not need to change their CCCD cards, unless there is a need.
In case the ID card is still valid, it can be used until December 31, 2024. Legal documents that have been issued using information from the ID card and CCCD will remain valid; state agencies are not allowed to request citizens to change or adjust information about the ID card and CCCD in the issued documents.
CCCD and ID cards that expire from January 15, 2024 to before June 30, 2024 will continue to be valid until June 30, 2024.
Regulations on the use of CCCD and CMND in legal documents issued before the effective date of this Law shall be applied as for ID cards issued under the provisions of this Law.
