
The DH12.PN road project (section from DT.615 to National Highway 40B, Phu Ninh district) was approved by the Provincial People's Committee in Decision No. 471 dated February 8, 2021, with a total cost of 110 billion VND (provincial budget 99 billion VND and district budget 11 billion VND).
The total length of the route is 7.34km, with about 300 households affected with an area of over 111,000m2. In Report No. 91 dated July 23, 2024, the Phu Ninh District Construction Investment Project Management Board said that up to now, the construction volume of the DH12.PN road project has reached 25 billion VND (32.35%).
Due to the prolonged compensation and site clearance (GPMB) work, the construction progress is slow. In Official Dispatch 3137 dated May 4, 2024, the Provincial People's Committee agreed to extend the construction contract implementation period to December 31, 2024.
Previously, when meeting with the People's Council delegates of Phu Ninh district, voters of Tam Thai commune requested the district People's Committee to direct the speeding up of the project of DH12.PN road through the commune. Voters said that the progress of site clearance was too slow and prolonged.
Responding to voters about this content, the People's Committee of Phu Ninh district said that the DH12.PN route through Tam Thai commune has a total length of 3.26km, with a total land acquisition area of nearly 42,000m2 . There are 139 households, individuals and organizations affected by land acquisition (3 households affected by complete clearance).
Up to now, the land acquisition plan has been approved in 2 phases and the organization has paid 7.4 billion VND to a total of 111/139 individual households and organizations; the site has been handed over for about 1/3.26km.

Currently, there are still some cases of complete clearance that have not been arranged for resettlement, 40 cases are being appraised and waiting for approval of plans; some households have received money but have not cleared trees and structures, so the land is not yet secured for synchronous implementation on this route.
Meanwhile, the section passing through Tam Dan and Tam An communes has basically completed site clearance work, with a total recovered area of more than 69,000 square meters, with 157 households affected.
At the project site in Tam Thai commune, the construction unit was pouring soil to fill the roadbed at the intersection of National Highway 40B, about 100m long, then stopped because it got in the way of a resident's garden in Khanh Thinh village.
Mr. Huynh Van Ngoc (Khanh Thinh village) shared that he had just demolished the fence and agreed to hand over more than 50 square meters of affected land to serve the construction of the DH12.PN road project.
Mr. Ngoc's family is building a new house after determining the specific boundary of this road. However, the house next to Mr. Ngoc's house had built a house not long before and now the boundary of DH12.PN road is near the porch due to the adjustment of the route.
Mr. Huynh Cuong's household (Khanh Thinh village) was affected by 80 square meters and has also agreed to hand over the project's construction site. Mr. Cuong said: "Most households have agreed to receive compensation and hand over the site. My family hopes that the DH 12.PN road will be completed soon, and everything will be stable to rebuild the fence and gate."
The Provincial People's Committee requests the Phu Ninh District People's Committee to take responsibility for directing the project management agency, the unit implementing the compensation and site clearance work, the relevant departments, localities and units to actively coordinate and promptly complete the compensation, site clearance and resettlement work to ensure the progress of construction. At the same time, direct the correction and experience in the delay in reporting to competent authorities for consideration and extension of the construction contract period.
Mr. Vu Van Tham - Secretary of the District Party Committee, Chairman of the People's Council of Phu Ninh district noted that the District Construction Investment Project Management Board must focus on handing over the site and urging construction as soon as possible.
Resolutely and promptly handle contractors who violate construction progress, project quality, delay in submitting payment procedures for completed volume, and violate signed contract terms.
We must be determined to complete the DH12.PN route by December 31, 2024 to celebrate the 20th anniversary of the establishment of Phu Ninh district (2005 - 2025).
