'The spark of creativity' in urban underground constructions

For over a decade, engineer Luu Hoang Phuong, Head of Construction Engineering Team at FECON Joint Stock Company, has been involved in underground construction projects in urban areas. He has not only contributed to ensuring the progress and quality of key national infrastructure projects but has also left a profound mark with a series of technical innovations that have generated tens of billions of dong in profits for the company.

Hoang Phuong is affectionately called "the spark of innovation" by his colleagues in the innovation movement at FECON. Notably, Mr. Luu Hoang Phuong is one of 10 individuals honored as "Outstanding Citizens of Hanoi in 2025" on the occasion of the 71st anniversary of the Liberation of Hanoi (October 10, 1954 - October 10, 2025).

Joining FECON in 2014, engineer Luu Hoang Phuong has spent over 11 years working on large-scale infrastructure projects across the country. With a passion for engineering and a relentless thirst for learning, he quickly established himself as an expert in urban underground construction – a field often described as the "most challenging" in the construction industry.

As the Construction Engineering Team Leader, he not only manages the construction site but also directly participates in research, proposes solutions, and pioneers the application of new technologies.

"In infrastructure construction, every meter of tunnel, every section of pipe is a challenge. But it is from these challenges that we find opportunities to innovate and create, aiming to bring greater value to the project and to the business," Mr. Phuong shared.

Since 2023, engineer Luu Hoang Phuong has been responsible for developing tunnel construction methods using TBM machines, building schedules, and supervising operations at the Hanoi Metro Line 3 project – one of the capital's key transportation projects. The valuable experience accumulated from the Ho Chi Minh City Metro Line 1 project has helped him and the FECON team develop many optimal solutions, ensuring progress, quality, safety, and cost savings for the project.

Notably, Mr. Luu Hoang Phuong is the author and co-author of 12 technical innovations, many of which have yielded economic benefits worth tens of billions of VND. Some notable achievements include: the construction of branch sewer lines using the directional horizontal drilling (HDD) method at the Yen Xa wastewater treatment project, which shortened construction time, minimized environmental impact and disruption to people's lives, demonstrating the unit's commitment to sustainable infrastructure development; and Mr. Phuong's solution for sliding the TBM machine across Stations S10 and S11 at the Metro Line 3 project, which utilized the existing sliding system, shortened the construction time, and saved nearly 50 billion VND, clearly demonstrating his creativity and high practical efficiency.

Not only is he outstanding in construction, engineer Luu Hoang Phuong also possesses a profound research mindset. He has published two articles in the international scientific journal Springer, along with an article in the Newsletter of the Vietnam Society of Soil Mechanics and Engineering Geology, all focusing on TBM technology – a relatively new field in Vietnam. These works not only affirm his professional competence but also demonstrate a vision that extends beyond the business, making a practical contribution to the knowledge base of the national construction industry.

Numerous prestigious awards and titles

Throughout his tireless journey of creative work, engineer Luu Hoang Phuong has been awarded numerous prestigious awards and titles at the enterprise, city, and national levels: Second Prize in the FECON Innovation Competition 2020; Promising Award in 2021 and 2023; Certificate of Outstanding Individual in the "1 Million Innovations" program of the Vietnam General Confederation of Labor; Commendation for "Creative Innovation among Workers and Employees in the Capital" from the Hanoi People's Committee (2024); Title of "Good Person, Good Deed" from the Hanoi People's Committee (2025); First Prize in the F-IDEAS FECON Innovation Competition 2024-2025.

According to Ms. Phung Nguyet Ha, Chairwoman of the Trade Union of FECON Joint Stock Company, the innovation movement at the company is always strongly promoted, with rewards of up to 50 million VND for groundbreaking ideas. Mr. Luu Hoang Phuong is a shining example, inspiring and creating a positive competitive spirit throughout the company. His love for his profession, patience, and desire for innovation have awakened the spirit of creativity in every officer, engineer, and worker.

In his relationships with colleagues, engineer Luu Hoang Phuong is not only a talented team leader but also a dedicated mentor, always ready to share his knowledge and experience with the younger generation of engineers entering the profession, especially in the challenging and risky field of underground construction.
