According to the People's Police Newspaper , in the early 1870s, envoy Bui Vien was sent to lead a delegation to the United States to ask for help. The trip by water via Hong Kong lasted about 3 months, and the Nguyen Dynasty envoy met with the then US President Ulysses Simpson Grant. At first, the US side gave favorable signals, but later changed their minds. For a long time, diplomat Bui Vien was still considered the first Vietnamese to set foot in the United States.
But convincing evidence shows that, about twenty years before the Nguyen Dynasty envoy's trip, there was another Vietnamese who, on his way to make a living, came to California, when this land had just been annexed into the United States, the 31st state of America. That person was Mr. Tran Trong Khiem, from Xuan Lung village, Lam Thao district, Phu Tho province (old).
