Nguyen Binh district's tax sector strives to overcome difficulties, synchronously deploys collection solutions, proactively exploits revenue sources, prevents revenue loss to the State budget, promptly recovers tax arrears and pays them to the budget, always exceeds the annual budget collection target, and actively contributes to local socio -economic development.
The Department promptly and properly implements new, amended and supplemented tax legal documents... Advise the District People's Committee to issue a decision on perfecting the Steering Committee for preventing budget losses and urging the collection of tax arrears; advises the establishment of a working group to propagate and urge the collection of land use fees for the period 2016 - 2022; implements the standardization of personal tax code data. Directs tax teams to review businesses and individuals with arising business activities and put them under tax management; urges the declaration and payment of taxes to the State budget within the prescribed time; issues notices on payment of land rent, water surface rent, fees for granting rights to exploit minerals and water resources according to regulations.
In 2023, complete 17/15 business households registering for electronic invoices with tax authority codes generated from cash registers. Issue 425 documents, publications, leaflets, and brochures on tax management compiled by the Tax Department to taxpayers; support 137 taxpayers directly at tax authorities; support 177 messages and notifications on Zalo. Strictly manage tax codes, fluctuations, suspension of operations, dissolution, and bankruptcy of taxpayers, and issue 1,160 new tax codes. Strengthen inspection and supervision of taxpayers' tax declarations from the beginning of the year, focusing on checking tax declarations with inconsistencies and business areas with potential signs of under-declaration of tax to proactively urge businesses to pay in accordance with actual occurrences.
The Department coordinates with the Finance - Planning Department and relevant agencies, the Steering Committee for preventing State budget losses and recovering tax arrears to classify tax debts by their nature to apply appropriate and effective urging and enforcement measures. Strengthen the application of tax debt enforcement measures for large and procrastinating taxpayers. In 2023, 6 billion 355 million VND of tax arrears were collected, of which 366 million VND was transferred from 2022 and 5 billion 989 million VND was collected from 2023. Nearly 2 billion VND of debt was rescinded for Thanh Cong Construction - Service Cooperative and nearly 10 million VND for Phja Den Agricultural Products and Services Production, Processing and Trading Cooperative. Budget revenue was 28.5 billion VND, exceeding 79% of the estimate assigned by the Ministry of Finance and 40% of the estimate assigned by the Provincial People's Committee; Other budget revenue is over 3.7 billion VND, up 79% over the same period. From the beginning of 2024 to now, budget revenue is over 5.6 billion VND, equal to 30.2% of the provincial estimate, up 22.6% over the same period in 2023; other budget revenue is 490.4 million VND, equal to 54.5% of the plan, up 14.6% over the same period.
In 2024, the Department was assigned by the Ministry of Finance to collect more than 16 billion VND, and the Provincial People's Committee assigned the Department to collect 17.7 billion VND. Head of the Nguyen Binh District Tax Department, Tran Van Sam, said: By mid-March 2024, the Department had completed the collection of nearly 29% of the province's estimate, especially the collection of local state-owned enterprises reached 175.5 million VND, exceeding the estimate by 46%. Currently, the Department continues to synchronously deploy tax management measures, strengthen inspection and examination to prevent tax losses and tax evasion; resolutely implement debt collection management measures and tax debt enforcement; strive to complete the 2024 revenue estimate.
Effectively implement directives and resolutions of the Government , People's Council, District People's Committee, legal documents on tax, new tax policies, timely amendments and supplements in accordance with regulations. Closely follow the direction and administration of the District Party Committee, District People's Committee, Provincial Tax Department in tax collection management. Closely monitor the progress of budget collection, closely follow the developments of revenue sources, the impact of socio-economic factors, tax policies affecting revenue sources. Regularly review and evaluate to advise and recommend to the District People's Committee solutions to strengthen revenue management; urge timely collection of potential revenue sources, areas and types of taxes with revenue losses. Timely propose appropriate and effective revenue direction and administration plans. Strengthen the dissemination of tax policies, tax administrative procedures, tax management processes; activities of the tax sector towards taxpayers. Effectively support taxpayers, improve the quality of guidance on tax policies and laws; Timely deploy and guide local businesses to enjoy preferential tax policies according to the provisions of law. Strengthen inspection and supervision of tax management and declaration for enterprises, ensuring that 100% of organizations and individuals with production and business activities in the area are included in the management and tax declaration. Effectively implement debt management measures according to the correct procedures. Continue to reform and modernize the tax system, simplify tax administrative procedures, improve the quality of online public services to best serve people and businesses.
