In less than a week, the Ho Chi Minh City Trade Union has continuously collaborated with large business groups to unlock the supply of affordable housing for low-income earners.
A series of " mega-projects " for housing workers have been signed.
According to reports, following the signing of agreements with Go Holdings Group and Le Nguyen Company (for a total of 15,000 units) on May 26th, the scale of cooperation and construction by the Ho Chi Minh City Federation of Labor has reached over 115,000 units with 6 partner businesses.
By the afternoon of May 29th, the City Labor Union continued to sign a memorandum of understanding with a group of three businesses: Thien Phat Investment, Construction, Production, Service and Tourism Joint Stock Company, Thanh Binh Construction and Production Joint Stock Company, and Thien Phat Construction, Investment, Trade and Development Limited Company. This group committed to developing at least 8,000 housing units for workers to rent and rent-to-own during the period 2026-2030.
In a private interview with Tuoi Tre Online , a representative of the Ho Chi Minh City Federation of Labor said that a total of 9 businesses have signed up to participate in the program, contributing nearly 125,000 social housing units, making a significant contribution to the social housing construction roadmap according to Plan No. 06-KH/TU of the Ho Chi Minh City Party Committee.

The roadmap for the actual implementation of housing projects in many " hot spots "
According to the latest agreement, the projects will be implemented directly in areas with an urgent need for housing for workers and laborers.
Specifically, in the Linh Trung II Export Processing Zone (Tam Binh ward), a residential housing project with 242 apartments is expected to start construction this year. Binh Duong ward will have two projects with a total of over 5,800 apartments, integrating a full range of amenities such as kindergartens, parks, and commercial areas.
Meanwhile, in Binh Co ward, the Ho Chi Minh City Federation of Labor and businesses plan to implement a project with approximately 1,900 units, including 900 for rent and 1,000 for rent-to-own.
Specifically, the Binh Khanh area (Can Gio) will host a pioneering project of 3,000 units developed by Go Holdings Group, which is currently under research.
Mr. Nguyen Van Loi, Director of Thanh Binh Construction and Production Joint Stock Company, said that the company aims to help workers "save for the future" through a lease-to-own model. Accordingly, workers only need to pay an initial amount, with the remainder converted into the equivalent of monthly rent, and they will officially own the house after a certain period.
Vo Khac Thai, Permanent Vice Chairman of the Ho Chi Minh City Federation of Labor, emphasized that the total scale of the projects signed to date is expected to meet the housing needs of approximately 40,000 workers and their families. The projects are oriented towards developing urban areas adjacent to industrial zones, integrating synchronous social infrastructure such as schools, medical facilities, community centers, and essential amenities.
Representatives from the Ho Chi Minh City Federation of Labor Unions pledged to play a role in surveying needs and coordinating the review process to ensure fairness and transparency in identifying the five priority groups, thereby preventing policy abuse.
Focusing efforts on developing rental and lease-to-own housing is seen as a strategic pillar for stabilizing the workforce and enhancing the competitiveness of Ho Chi Minh City's economy in the new era.
