The right mindset to escape poverty.

DTO - In recent times, poverty reduction policies in Dong Thap have truly taken effect, thanks to the efforts of the Party Committee and government at all levels with practical and effective solutions. Many households have risen out of poverty and achieved a comfortable life, with a significant reduction in the poverty rate throughout the province. However, there is still a segment of the population that does not truly want to escape poverty, or who, having escaped poverty, still wish to remain classified as poor households.

In 2022 alone, with a spirit of mutual support and compassion within the community, efforts were made to care for the poor in the province through various means, totaling over 100 billion VND. This is an important and noteworthy achievement with profound significance, contributing to encouraging and motivating poor households to overcome difficulties and rise out of poverty. Comrade Le Thanh Cong, Chairman of the Vietnam Fatherland Front Committee of Dong Thap province and Head of the Committee for Mobilization, Management, and Use of the "For the Poor" Fund of Dong Thap province, still expressed concern and regret that, in reality, there are still many poor households with limited awareness, lacking self-reliance, relying on government policies, and thinking, "I don't need to worry, because the Fatherland Front will take care of it"... This is an issue that requires more proactive and in-depth solutions, especially in the work of mobilization and propaganda within the community.

Previously, we heard many stories about conflicts arising from competing for poverty status; people scrambling and lobbying to obtain poverty certificates; or organizing celebratory parties upon receiving them. Perhaps, when a segment of the population views the government's support policies for the poor as a "privilege," they always want to maintain the status of "poor household" to continue benefiting. And when the poor still harbor the mindset of "liking poverty," they naturally don't want to make an effort to escape it. A local official recounted that he was deeply troubled every time he held a meeting to review poverty status, because many people were vying to be recognized as poor. One household compared itself to another; those who had escaped poverty sought every reason to be recognized as poor; while those who were poor wanted to remain poor, despite the local government's efforts to explain, persuade, and educate them. This seemingly paradoxical situation still persists among a significant portion of the population in many communes.

We greatly admire Mr. Luong Van Sang in Dinh An commune, Lap Vo district, a poor household whose house collapsed and had to be covered with plastic tarpaulin to live in. The local authorities offered him a charitable house, but he refused it, giving it to someone else because he believed he could still work and save with his wife and children... and he has since escaped poverty and built a new house. We also greatly admire Ms. Dao Thi Anh in Ward 4, Sa Dec City, who voluntarily wrote a letter requesting to be removed from the poverty list, even though her family is not well-off. With her determination to improve herself, she stated, "I feel I have enough to live on, my expenses aren't much, and my children are grown, so I'll leave my near-poverty status." These are exemplary figures worthy of praise and respect.

Demonstrating the spirit and determination for sustainable poverty reduction, the Resolution of the 11th Congress of the Dong Thap Provincial Party Committee for the 2020-2025 term set a target of reducing the poverty rate by an average of 1% per year; by 2025, the province's poverty rate will be below 3%. The average per capita income of poor households at the end of 2025 will increase 1.8 times compared to 2020. However, while not widespread, the mindset of favoring poverty and wanting to make poor households a "brand" for personal gain, though not widespread, will be a barrier to achieving poverty reduction goals. The mindset of always relying on government policies, lacking the motivation to work hard, and still wanting to rely on the label of being a poor household to benefit, is a misguided and negative way of thinking that needs to be prevented and corrected.

To ensure the effectiveness of the Party and State's poverty reduction policies, we need to provide support that is targeted and reaches the right beneficiaries; and improve the quality and effectiveness of propaganda and mobilization efforts. From there, poor households, with a sense of self-respect, will strive to improve themselves, recognizing poverty as a disadvantage that requires effort and striving to overcome, rather than a "title" to be maintained or preserved. Simultaneously, the responsibility of the entire community will contribute to ensuring social security, fostering compassion and aspirations so that the poor can gradually rise out of poverty sustainably.
