Back to the time before the 2019-2020 school year, after the scandals about exams, many projects and solutions in the innovation of the Son La Education and Training sector have had many changes, strong and practical implementation. Associate Professor, Dr. Nguyen Huy Hoang, Director of the Department of Education and Training of Son La province, shared: In early May 2021, when working with the Ministry of Education and Training , Prime Minister Pham Minh Chinh had many opinions and directions for education. In particular, the Prime Minister emphasized and wished that the education sector needs to "Study for real, take real exams, have real talents". Then, on May 19, 2021, answering the press, Minister of Education and Training Nguyen Kim Son continued to affirm that the education sector will focus on implementing well the important directions that the Prime Minister has directed.

Therefore, realizing the importance of "real learning, real exams, real talent" for the goal of improving the quality of education in Son La province, right from the 2019-2020 school year, the Department of Education and Training of Son La organized a conference of key officials of the whole sector to discuss and agree on solutions to improve and enhance the quality of education in a substantial and sustainable way...

Through research, it is known that at the conference on education quality of the entire education sector in the 2019-2020 school year, the core, important and consistent policy and viewpoint throughout the sector was agreed upon: "Determination, high concentration, perseverance to effectively implement solutions and measures to improve education quality in a substantial and sustainable manner with a roadmap suitable to the current practical conditions of the education and training sector of Son La province".

The above policies and viewpoints have been specified by the Education and Training Department of Son La province in the Conclusion Notice No. 544/TB-SGDĐT dated September 16, 2019 of the Director of the Department of Education and Training after the conference and have been focused on advising the Provincial Party Committee, People's Council, and People's Committee of Son La province in leading and directing the implementation of tasks for the 2020-2025 term and resolutely and specifically deployed throughout the education and training sector of Son La province in the past 5 years.

During the peak of the Covid-19 epidemic, the Son La Education and Training sector proactively deployed plans and strategies to respond to the pandemic.

In the 2020-2024 period alone, the Son La Department of Education and Training advised the Provincial People's Committee to submit to the Provincial People's Council 23 resolutions, and in the 2023-2024 school year alone, 6 resolutions were issued on policies in the field of education and training.

Along with that, the Son La Education and Training sector also identifies innovation and improvement of the effectiveness and efficiency of educational management, considering quality management as the core, deciding the success or failure of the work of improving and enhancing the quality of education in a substantial and sustainable manner.

In the implementation solutions, the Son La Education and Training sector focuses on the key solution of improving the effectiveness, efficiency, and responsibility of state management of the Department, district and city education and training departments; improving the effectiveness, efficiency, and responsibility of school management of school leaders and managers. Therefore, the management staff of the education and training sector is considered a decisive factor for "real learning, real exams, real talent".

With breakthrough solutions, innovations and resolute directions, the whole industry has taken concrete steps with encouraging results. By November 2023, Son La province was recognized by the Ministry of Education and Training as having achieved the standard of universalizing lower secondary education level 2, the 12th province nationwide and the 5th province out of 14 provinces in the Northern Midlands and Mountains to have achieved the standard of universalizing lower secondary education level 2.

On January 22, 2021, the Department of Education and Training of Son La province was assessed and certified by the international certification organization French Cert, UK, to meet the international integrated quality management standards IMS ISO 9001:2015 and ISO 21001:2018 (the first organization in the country and Southeast Asia, the 23rd unit in Asia and the 50th unit in the world to be certified) and has re-assessed the certification in 2022 and 2023.

The next outstanding result highly appreciated by the sector, Party committees and local authorities is that the Education and Training sector of Son La province has made efforts to effectively implement the targets of the Resolution of the 15th Provincial Party Congress. Accordingly, in the 2023-2024 school year, 35 more kindergartens and general schools have been recognized as meeting national standards.

By the end of the 2023-2024 school year, Son La province had 399 (66.80%) preschool and general education facilities meeting national standards. In February 2024, the United Nations Educational, Scientific and Cultural Organization (UNESCO) officially recognized Son La city as a member of the network of "Global Learning Cities" (the 5th unit nationwide to achieve this title).

Along with that, the Department of Education and Training of Son La province also won the "Excellent Quality Practice" Award of the Asian Quality Organization (NQA) in 2022, announced at the 22nd Asian Quality Conference in Beijing, China on October 27, 2022; won the encouragement prize "Sustainable Quality Practice Award" of the International Academy for Quality (IAQ - International Academy for Quality) announced in December 2022 in Wisconsin, USA.

In the 2024-2025 school year, along with implementing the proposed solutions, the Education and Training sector of Son La province continues to strive to successfully implement the Resolution of the 13th National Congress of the Party and the Resolution of the 15th session of the Son La Provincial Party Committee, the Resolutions and Conclusions of the Provincial Party Committee, the People's Council, and the directive and administrative documents of the Provincial People's Committee on Education and Training.

Based on the results achieved and overcoming the limitations and shortcomings in the previous school year, the Son La Education and Training sector has also set specific targets to continue to effectively implement the goal of "Real learning, real exams, real talents" that the Prime Minister has emphasized and desired. At the same time, determined to successfully organize and implement the plan and tasks of the 2024-2025 school year with the theme of the school year "Discipline, responsibility, innovation, improving the quality of education and training".
