According to Minister of Science and Technology Huynh Thanh Dat, the application of high technology in agriculture still faces many obstacles, especially the need for very large capital investments to build infrastructure, invest in production, train human resources, and access to capital remains difficult. These are bottlenecks that need to be addressed.

On the morning of June 7th, during the question-and-answer session on issues under the management of the Ministry of Science and Technology , many National Assembly deputies expressed interest in questioning the application of high technology in agricultural production.

Removing bottlenecks for the application of high technology in agriculture.

In her question to Minister Huynh Thanh Dat, delegate Phan Thi My Dung (Long An delegation) stated that the application of high technology in agricultural production is essential to help farmers increase labor productivity. However, this activity has been limited in recent times.

Delegates requested the Minister to outline solutions to promote the widespread application of high technology to help improve labor productivity and the lives of farmers. This was also a common concern of delegate Tran Thi Thu Hang (Dak Nong delegation).

Explaining this issue, Minister Huynh Thanh Dat stated that this is a major policy of the Party and the State, and therefore, in recent times, the Ministry of Science and Technology has closely coordinated with the Ministry of Agriculture and Rural Development to implement measures on science and technology and innovation to achieve the highest efficiency in agricultural development, especially high-tech agriculture.

According to the Minister, Vietnam's agricultural, forestry, and fisheries export turnover in 2022 reached 53.2 billion USD, partly due to the contribution of high technology.

However, the Minister noted that the application of high technology in agriculture still faces many obstacles, especially the need for very large capital investments to build infrastructure, invest in production, train human resources, and access to capital remains difficult. These are bottlenecks that need to be addressed.

At the same time, this is a sector with many inherent risks, but currently lacks preventative tools such as agricultural insurance and high-tech investment insurance funds. Therefore, in the coming period, the Ministry will continue to implement solutions to improve mechanisms and policies to overcome difficulties and obstacles.

The Minister also requested that localities with high-tech agricultural zones be responsible for ensuring that these zones develop in accordance with their objectives and direction.

Furthermore, it is necessary to implement a comprehensive and synchronized approach to improving the productivity and quality of agricultural products through support activities in science and technology.

"The Ministry of Science and Technology is ready to implement national-level science and technology tasks for this field, including a very suitable program, which is the national product program, the high-tech development program," Minister Huynh Thanh Dat said.

Further assessment of the effectiveness of implementing high-tech agricultural zones.

Speaking at the session, delegate Tran Thi Thanh Huong (An Giang delegation) stated that the development of high-tech agricultural zones is still slow and has not yet played a pivotal role in spreading and promoting the application of science and technology in agricultural production in the region and the entire area.

The delegates requested the Minister to provide a more detailed assessment of the progress and effectiveness of the implementation of high-tech agricultural zones in the Mekong Delta region; and to propose solutions to help these high-tech agricultural zones reach their full potential, meet expectations, and contribute to increasing the scientific and technological content in agricultural products.

Providing further information on this topic, National Assembly Chairman Vuong Dinh Hue stated that many localities, such as Da Lat and Lam Dong, are developing high-tech agriculture. When we build high-tech agriculture, we invest heavily in infrastructure; businesses mainly invest in science and technology nurseries, seed production facilities, plant and animal breeding centers, or science and technology demonstration sites… However, the National Assembly Chairman noted that the effectiveness of these initiatives remains low.

"Now, if we designate high-tech agricultural zones, invest state funds in infrastructure, and call on businesses to invest there, will it be effective? Or, regarding the application of high-tech agriculture to planned areas that we don't call high-tech agricultural zones, there are differing opinions," the National Assembly Chairman further analyzed.

Responding to questions from delegates, Minister Huynh Thanh Dat clarified that, in order to effectively implement high-tech agricultural zones, the Ministry will amend the Decree on high-tech zones to expand the scope of regulation to include high-tech agricultural zones, thereby creating specific policies and mechanisms for this sector.

Furthermore, relevant ministries and agencies have also closely coordinated in drafting the decree. The Minister hopes that the decree will be implemented and contribute to the development of high-tech agricultural zones.

There is a need to standardize the correct understanding of high-tech agricultural zones.

Participating in the explanation and clarification of the above content, Minister of Agriculture and Rural Development Le Minh Hoan said that there is currently confusion between high-tech agriculture and industrial zones. Mostly, we still plan and then call on businesses and investors to build greenhouses, net houses, drip irrigation systems, and add a bit of automation…

The Minister emphasized the need to understand the true nature of high-tech agricultural zones as places for research, experimentation, and dissemination of the latest agricultural achievements. These are not solely production zones; production is secondary. The results of research and experimentation are then transferred to agricultural areas or farmers at various levels.

Furthermore, it is necessary to distinguish between high technology and other forms of agriculture. Minister Le Minh Hoan stated that some countries use what is called "technological agriculture," meaning any technology that is suitable for the production capacity and level of production at any given time, creating optimal quality value to compete in the market and generate income for farmers.

The Minister clarified that it is impossible to take the model of corporations like TH or Loc Troi and apply that high-tech agriculture to individual rice farmers in the Mekong Delta; similarly, this applies to livestock and aquaculture sectors.

The Minister emphasized the need for such consensus in order to determine the methods of cooperation, investment, governance, etc.

According to the Minister, to date, the most successful and authentic high-tech agricultural zone is the Ho Chi Minh City High-Tech Agricultural Zone, which focuses on research, experimentation, dissemination, and training in adopting achievements. The core of a high-tech agricultural zone must come from institutes, universities, and businesses that are ready to receive and transfer results.

Regarding future solutions, Minister Le Minh Hoan suggested that institutes, universities, and centers should transfer research results to farmers through their respective departments. The Ministry is ready to create incentives and open up a market for transferring research products.
