Digital transformation in administrative reform
Implementing regulations on the decentralization of state management between levels of government from July 1, 2025, the Provincial People's Committee has decided to decentralize a number of tasks to provincial departments, agencies, and the People's Committees of communes and wards, such as: organizational structure; management of civil servants and public employees; construction; budget revenue and expenditure; fishing vessel management, etc. Inspection and supervision of these decentralized tasks are given attention by provincial departments and agencies to promptly detect any violations in the implementation of decentralization (if any), thereby improving the efficiency of state administrative agencies in the province.
In particular, following the Government 's directives and the guidance of central ministries and agencies on the application and development of information technology in state agencies, the Chairman of the Provincial People's Committee issued numerous documents directing the application of digital transformation solutions in state agencies. The province successfully organized the launching ceremony of the " Digital Literacy Movement " and the launch of the "Digital Literacy Platform of Ca Mau Province"; organized a seminar on the theme "Leadership Adapting to the AI Wave"; implemented AI applications for 100% of civil servants and public employees in administrative work; and disseminated information and guidance to citizens and businesses on the use of AI applications in production and business. To date, the entire province has 95 teams with 1,228 members, supporting more than 47,500 people with necessary digital knowledge and skills.
Residents shared their satisfaction with the application for obtaining queue numbers for administrative procedures with the Chairman of the People's Committee of Phong Thanh commune.
Applying information technology to administrative procedure reform, the Provincial People's Committee launched a campaign to establish a mobile task force to collect electronic identification accounts, providing support to citizens at home, focusing on citizens who have not yet been issued level 2 electronic identification accounts; especially policy beneficiaries, war veterans, the elderly, the sick, etc., who are unable to go directly to the police station to obtain electronic identification accounts. To date, electronic identification has been issued to more than 1.75 million citizens aged 14 and above with identity cards, including nearly 1.7 million level 2 accounts, effectively serving tasks related to population data and resolving administrative procedures on a digital platform.
Another effective model and initiative in administrative procedure reform is the interconnected process between the tax system and the provincial administrative procedure information system and specialized software in the land sector, aiming to ensure synchronization and transparency in information exchange between the tax authority and land registration office branches. Accordingly, the interconnected process is implemented with the coordination of land registration office branches, the one-stop service department, and inter-regional tax teams under the Ca Mau Provincial Tax Department. When a file is transferred from the land registration office to the tax authority, the time for determining financial obligations is 4 working days.
The aforementioned innovative approaches have yielded positive results and gained the trust of the people. This also serves as a foundation for local authorities to enhance the effectiveness and efficiency of management, and to foster greater transparency and accessibility in administrative reform activities, focusing on reforming administrative procedures to better serve the people and improve citizens' skills in independently accessing online public services .
