To create breakthroughs in administrative reform, especially in administrative procedures reform, the Chairman of the Provincial People's Committee directed the implementation of solutions and initiatives to improve the effectiveness and efficiency of state administrative agencies and enhance the quality of service to citizens and businesses.

A prime example is the Provincial People's Committee's submission to the Provincial People's Council for the issuance of Resolution No. 05/2025/NQ-HĐND, dated September 22, 2025, allowing the Chairmen of commune and ward People's Committees to delegate 13 tasks in the field of notarization to civil servants within the province. At a time when the workload was overwhelming after the merger, the early issuance of Resolution No. 05 helped reduce the workload for the Chairmen of commune-level People's Committees when implementing the two-tiered local government model, while also creating conditions for professional civil servants to develop their capabilities and responsibilities, enhancing professionalism in the field of notarization. Furthermore, it helped shorten the time for processing administrative procedures, improve service quality, and create favorable conditions for citizens and businesses in carrying out procedures.

The Department of Justice is providing training on the implementation of administrative procedures outside of administrative boundaries.

Simultaneously, the Provincial People's Committee issued Decision No. 01/2025/QD-UBND, dated January 10, 2025, regulating the process of circulating documents for determining land-related financial obligations in Ca Mau province. Specifically, the coordination of document circulation must be carried out regularly and uniformly according to the information exchange process through the electronic information system. This ensures that administrative procedures related to land are resolved quickly, conveniently, and strictly in accordance with the law; helps shorten the processing time for administrative procedures related to determining land-related financial obligations, creating convenience for citizens and businesses; enhances transparency, making it easier for people to track and check the progress of document processing; improves the efficiency of inter-agency coordination, contributing to the acceleration of administrative reform...
