THE SPREAD OF THE FIRST MOVEMENTS

Bac Kan province has seven districts and one city, with a population of more than 328 thousand, of which ethnic minorities account for 88.2%, with the main ethnic groups such as Tay, Nung, Dao, H'Mong, Hoa, San Chay... With such a potential and challenging area, a team of prestigious people has emerged as a solid "bridge", arousing the strength of solidarity, skillfully harmonizing tradition and innovation.

Bac Kan currently has more than 1,200 prestigious people operating in 939 villages, hamlets, and residential groups. Among them, the Tay ethnic group accounts for the largest proportion with 726 people, followed by the Dao with 239 people, the Nung with 133 people, and the H'Mong with 65 people... These are people elected by the community, have great prestige and influence in their clans, villages, communes, and even reach the district and provincial levels.

With a diverse composition ranging from retired officials, civil servants, party members, shamans, and sorcerers to village chiefs and party cell secretaries, they are exemplary pioneers with high qualifications, knowledge, and sense of responsibility. Each person with prestige is the “bridge” that spreads the Party’s guidelines, policies, and laws of the State to every alley and every household.

In Pu Lung village, Xuan Lac commune, Cho Don district, everyone loves the party cell secretary, a prestigious person, Duong Van Hau. The village has 120 households. In the past, life was very difficult, and education was limited, so people in the village were easily taken advantage of by bad elements to propagate and entice them to join evil cults and illegal organizations.

In his role, Mr. Duong Van Hau actively coordinated with the government to organize many propaganda sessions, mobilizing people to comply with the Party's guidelines and policies, the State's policies and laws; not to believe in or follow illegal and heretical organizations.

Mr. Hau shared that at first, he encountered many difficulties in propagating and mobilizing because most of them were relatives of the leaders and key figures. Being prevented from propagating and mobilizing, even insulted and offended, was a common occurrence.

Overcoming difficulties, Mr. Duong Van Hau persistently mobilized and persuaded each household, explained and clarified the nature of illegal organizations. He also actively coordinated with functional forces to strengthen the fight against the ringleaders. Thanks to Mr. Duong Van Hau's active participation, up to now, households following illegal organizations have signed a commitment to quit, including ringleaders and key members.

Since then, Pu Lung village has been peaceful, the people are assured, enthusiastic and focused on working and producing. Trusting Mr. Duong Van Hau, the villagers handed over three hunting guns; 10 students who dropped out of school returned to school; many families donated about 1,500 m2 of rice fields, contributed working days to build new rural roads...

In the construction of new rural areas, prestigious people become the nucleus to spread the spirit of solidarity and innovation. Mr. Vu Trung Huan, Party Cell Secretary, a prestigious person in Phieng Ca-Con Poong village, Nam Cuong commune, Cho Don district is one of the typical examples actively mobilizing people to preserve and promote the national cultural identity in the locality. To help people see the benefits of cultural preservation, he pioneered community tourism . Realizing that the village had potential for community tourism with Pac Chan cave, Toay Dap hill, strawberry fields, etc. Mr. Huan built a rest area, a check-in point "Tai Ngao" attracting many tourists. From his success, Mr. Huan instructed the people in the village on how to do it and together built and developed this model. Following his example, many households in the village have renovated their houses and adjusted the landscape for tourism.

Thanks to the efforts of Party Secretary Vu Trung Huan, 150 households in the village belonging to the Tay, Nung, Kinh, and Dao ethnic groups have preserved and promoted many unique cultural features, such as: bowl dance, then singing of the Tay people; embroidery, and the coming-of-age ceremony of the Dao people...

Up to now, the village has established a folk music and dance performance team; organized Coc Lung night market, gradually positioning the community tourism brand.

TORCHES LIGHTING FAITH

Not only playing a role in economic development, prestigious people are also the core force in maintaining security and order. Over the past two years, they have provided more than 285 pieces of valuable information to help the police force promptly grasp the situation, prevent illegal activities, and resolve complicated cases at the grassroots level.

They are also a solid bridge in mobilizing people to abandon "evil religions" and "illegal groups", contributing to strengthening faith in the Party and the State. A typical example is Mr. Hoang Van Phong, Tan Hoi village, An Thang commune, Pac Nam district, who has mobilized households to abandon the illegal organization Duong Van Minh and return to practicing religion in accordance with the law.

Not only participating in movements to protect national security, prestigious people also always accompany each other in social security work, helping each other in times of natural disasters and misfortunes. They become a solid spiritual support, creating trust and attachment between people and local authorities.

To promote the role of prestigious people, Bac Kan has issued many practical support policies. In the past two years, the province has organized visits and presented gifts to 2,581 prestigious people on the occasion of Lunar New Year, visited 154 prestigious people and their deceased relatives, supported 136 prestigious households affected by natural disasters, and issued 375 mobile phones for them to conveniently exchange information, contributing to strengthening the connection between prestigious people and the government.

The province organized 11 training courses for more than 1,200 prestigious people, and organized tours to learn from experiences in other provinces. In total, over the past two years, 35 prestigious people were awarded Certificates of Merit by the Chairman of the Provincial People's Committee, 19 people were recognized by the Minister and Chairman of the Ethnic Committee, and 239 prestigious people were awarded Certificates of Merit by the District People's Committee. These telling numbers have affirmed the irreplaceable role of prestigious people, "fire-bearers" who connect the trust and responsibility of the Party and State with the people.

In recent times, Bac Kan province has identified that promoting the role of prestigious people must be under the leadership of the Party Committee, the government and the coordination of departments and branches. Along with that, the review, training, timely commendation and reward will continue to be promoted, so that the "nuclei" can spread the spirit of solidarity, accompany the locality in socio-economic development and maintain national defense and security.

The road ahead is still full of hardships, but the team of more than 1,200 prestigious people in Bac Kan is still steadfast like “torches” to light the way. They continue to foster great solidarity, preserve cultural identity, protect security and order, and work with the people to build a bright future.
