According to the Tien Giang Provincial Project Management Board for Investment and Construction of Transport Works, the project to upgrade and expand provincial roads 861, 863, and 869 is being invested in to meet the needs of goods transportation and traffic flow for people in the western region of Tien Giang province; and between the western region of Tien Giang province and Dong Thap and Long An provinces.
THE PEOPLE ARE EXCITED
In reality, a common characteristic of provincial roads 861, 863, and 869 (located in Cai Be district) is the presence of many narrow bridges. These narrow and weak bridges create bottlenecks on the routes, hindering travel and the transportation of goods for the local people. To facilitate travel and promote local socio -economic development, the Provincial People's Committee has approved the investment plan for the Project to Upgrade and Expand Provincial Roads 861, 863, and 869 with a total investment of over 249 billion VND, including 80.581 billion VND for land acquisition, from central and provincial budgets.

Based on that, the Tien Giang Provincial Project Management Board for Investment and Construction of Transportation Works has focused on implementing the project's packages. Accordingly, the package for upgrading and widening the road surface, drainage system, lighting, and constructing four bridges on Provincial Road 869 (Ong Thach, Cong Trau, Bay Thuoc, Quan Cu) has been completed and put into use.
Recently, the construction of the Kinh Kho, Tam Thuoc, Dat Set bridges and the Hai Tho culvert bridge (on provincial roads 861 and 863) was completed and put into use, much to the joy and excitement of the local people. Mr. Tran Van Ngon (My Luoc hamlet, Thien Trung commune, Cai Be district) has a house located near the Hai Tho culvert bridge (on provincial road 863). According to Mr. Ngon, the bridge was previously weak, and people frequently fell while crossing it. Therefore, when the project was implemented, the people readily supported it and promptly handed over the land for construction. The commissioning of the project has brought great joy to the local people, as it not only facilitates transportation but also makes agricultural production easier.
With his house located along Provincial Road 863, Mr. Tran Van Thanh (Thien Trung commune, Cai Be district) had to cross weak and narrow bridges every day. Therefore, when the Dat Set Bridge and the Hai Tho culvert bridge were invested in and put into use, he could not hide his joy, saying: "Before, the Dat Set Bridge and the Hai Tho culvert bridge were very narrow and unsafe; now that the government has invested in building new, spacious and modern bridges, everyone is very happy because travel is now convenient and safe."
The family of Ms. Nguyen Thi Nhung (My Loi B commune, Cai Be district) has lived for generations in the area near the Tam Thuoc bridge (on provincial road 861). According to Ms. Nhung, the Tam Thuoc bridge had seriously deteriorated in recent times. Many people driving vehicles across the bridge had fallen. Currently, the bridge has been rebuilt with government investment, and the people are very supportive and willing to hand over the land for construction. "The Tam Thuoc bridge has been completed, and the people are very happy. We no longer have to endure the slippery conditions when crossing the bridge during rainy weather," Ms. Nhung said excitedly.
CONTINUING THE "JOURNEY" CONNECTING SHORES OF JOY
Besides the recently completed bridges and culverts, several narrow bridges on provincial roads 861 and 863 still require investment to ensure seamless connectivity. Recently, the Tien Giang Provincial Project Management Board for Investment and Construction of Transportation Works, in coordination with relevant units, handed over the land to the contractor to begin construction of the Ngoc Lan and Sau Binh bridges on provincial road 861, part of the Project to Upgrade and Expand Provincial Roads 861, 863, and 869. These are two of the three remaining weak and narrow bridges on provincial road 861. Currently, the contractor is focusing its resources to accelerate the construction progress of the project to ensure seamless and smooth connectivity on provincial road 861. According to the plan, the Ngoc Lan and Sau Binh bridges are expected to be completed by the end of August 2025.
In addition, the People's Committee of Cai Be District is currently investing in a project to build 7 bridges and culverts on Provincial Road 863 with a total investment of over 165 billion VND. According to Phan Thanh Son, Vice Chairman of the People's Committee of Cai Be District, all 7 bridges and culverts on Provincial Road 863 have been started construction. To date, 6 out of 7 bridges and culverts have reached over 50% completion. Besides the 7 bridges and culverts under construction, there are 5 other narrow bridges on Provincial Road 863; and one remaining narrow bridge at the beginning of Provincial Road 861. Currently, reports proposing investment policies for these bridges are being prepared. Once these remaining bridges are invested in, the bottlenecks on Provincial Road 863 will be resolved, ensuring seamless connectivity along the entire route.
