Over 50 transportation infrastructure projects and works that have recently been started or inaugurated not only open up new development opportunities but also spread widely throughout society the breakthrough in strategic infrastructure construction in the new era.

A major step forward from micro-projects.

For several weeks now, officials from the Ninh Binh Department of Construction and the People's Committee of Dong Van Ward (Ninh Binh Province) have been dedicating most of their time to completing all procedures in order to start construction on the Resettlement Area Project in Dong Van Ward. This is one of 80 locations for the inauguration and groundbreaking ceremony of projects and works celebrating the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), which was held yesterday (August 19).

This Level IV technical infrastructure project has a total investment of 9.9 billion VND, including the construction of a road system and technical infrastructure according to the approved plan, covering an area of ​​approximately 1.17 hectares. Although very small in scale, the project is the first step on the ground for the mega-project of investing in a high-speed railway line on the North-South axis with a total investment of up to 67.34 billion USD.

Besides the resettlement area in Dong Van ward, on August 19th, dozens of other resettlement areas serving the North-South high-speed railway investment project and the Lao Cai - Hanoi - Hai Phong railway project in Lao Cai, Phu Tho, Hanoi, Thanh Hoa, Nghe An, Hue, Da Nang, Khanh Hoa, Dak Lak, and Lam Dong were also simultaneously started construction. “These are extremely important projects, creating a foundation for the implementation of key railway projects of the country to meet the schedule,” said Minister of Construction Tran Hong Minh.

If the resettlement area construction projects are considered "reserves" for the North-South high-speed railway investment project, then many expressways that commenced construction on August 19th will immediately and directly contribute to the country's 8.3% GDP growth target for 2025.

The 22-kilometer Ho Chi Minh City - Long Thanh Expressway expansion project plays a crucial role as a key road connecting the center of Ho Chi Minh City with Long Thanh Airport. Therefore, the Vietnam Expressway Investment and Development Corporation (VEC) has been instructed by the Prime Minister to complete the expansion project from 4 lanes to 8-10 lanes within 18 months.

This is a huge challenge, because in addition to simultaneously constructing and operating the route in the country's busiest traffic area, the Ho Chi Minh City - Long Thanh Expressway Expansion Project also faces a major technical bottleneck: the need to build a new 2.3 km long, five-lane Long Thanh bridge section on the right side of the existing bridge, in the direction from Ho Chi Minh City to Long Thanh.

"The project's construction schedule is very tight, with no time for buffer, so the construction process must be extremely smooth and coordinated," assessed Mr. Tran Chung, former Director of the State Inspection Department for Construction Quality (Ministry of Construction).

According to Mr. Truong Viet Dong, Chairman of the Board of Directors of VEC, the investor and contractors of the project are very aware of the difficulties and challenges, so they will start implementing construction in "3 shifts, 4 teams" immediately after the groundbreaking ceremony, in order to basically complete the project by December 2026 as directed by the Prime Minister.

Previously, VEC made a spectacular breakthrough at the Ho Chi Minh City - Long Thanh Expressway Expansion Project, worth over VND 14,945.2 billion, completing all the very complex investment preparation work (from surveying, preparing construction drawings, estimating costs in parallel with surveying, preparing feasibility studies, approving construction drawings for each item of the contract package to organize immediate implementation on the construction site, simultaneous design and construction, contractor selection, etc.) within 45 days.

It should be added that, besides opening the "door" to connect Long Thanh Airport, if implemented on schedule, the Ho Chi Minh City - Long Thanh Expressway Expansion Project will disburse approximately 6,500 billion VND of public investment capital in 2025-2026. More importantly, this is the first project implemented under the public investment model where a state-owned enterprise acts as the managing agency, as stipulated by the Law on Public Investment.

“The successful implementation of the Project is of paramount importance, affirming the correctness of policy implementation; realizing the Party's orientation on decentralization, delegation of power, and attracting and diversifying public investment resources; and concretizing the VEC Restructuring Plan towards developing VEC into a leading national enterprise in the field of expressway investment and development,” Minister of Finance Nguyen Van Thang assessed.

The imprint of the Vietnamese spirit and intellect.

In the aviation sector, in Bac Ninh province, the Ministry of Public Security and the investor, Masterise Group, have commenced the Gia Binh International Airport construction project with a total investment of 120,839 billion VND. Not only is it large in terms of capital scale, but with the recently adjusted plan, Gia Binh International Airport has significant development potential with a century-long vision, gradually becoming a crucial air transport hub in the northern region.

According to the plan, Masterise will build Gia Binh International Airport to serve national defense and security purposes, while also becoming a 5-star airport according to the criteria of international air transport rating organizations (Skytrax). This will not only be the air gateway for Hanoi and Northern Vietnam, but also aim to be a major transit airport in Asia, an air logistics center, affirming Vietnam's position and prestige on the international stage.

Besides Gia Binh International Airport, several other aviation infrastructure projects have also recently commenced, such as the Phu Cat Airport Runway No. 2 Project; the Ca Mau Airport Expansion Project; and the Construction Project of Terminal 2 at Cat Bi International Airport… thereby contributing to strengthening air trade connections between localities and the world.

In addition to the commencement of a series of major transportation infrastructure projects, on September 18th, the Ministry of Construction and localities across the country also inaugurated and put into operation many expressways and major river bridges.

As a key unit in the "500-day emulation campaign to complete 3,000 km of expressways" campaign, on August 19th, the Ministry of Construction inaugurated the following sections of the North-South Expressway Project (2021-2025): the Vung Ang - Bung section (55.34 km); the Van Ninh - Cam section (65.5 km); the Hoa Lien - Tuy Loan section; and Component 1 of the Tan Van - Nhon Trach Project (Phase I, 8.22 km), bringing the total length of expressways put into operation to approximately 2,476 km. It is expected that an additional 700 km will be completed by the end of the year, aiming for 3,000 km by the end of 2025 and 5,000 km by 2030.

Among the transportation projects recently inaugurated, the Rach Mieu 2 Bridge construction project connecting Vinh Long and Dong Thap provinces is considered a symbol of the self-reliance and resilience of Vietnamese bridge builders. The highlight of the project is the construction of the main cable-stayed bridge with a large main span over the Tien River, which was entirely mastered by Vietnamese engineers and workers from design to construction.

Commenced in March 2022, the project faced numerous challenges during its implementation, including the severe impact of the Covid-19 pandemic, land clearance issues, and fluctuating material prices. However, thanks to the close attention and guidance of government leaders, including Prime Minister Pham Minh Chinh, who personally inspected and encouraged the forces involved in the bridge construction three times; and the close coordination of local authorities, the project was completed approximately five months ahead of schedule.

In particular, the spirit of the "Uprising of the Past" has permeated the thoughts and actions of the "Vietnamese bridge builders," upholding the Prime Minister's directives during site inspections, "overcoming the sun and rain," "staying on the construction site and adhering to the schedule," working in "3 shifts, 4 teams"; implementing many effective technical innovations, contributing to ensuring the quality of the project and shortening the construction time.

“The Rach Mieu 2 Bridge has become a symbol of the aspiration for development, of perseverance in overcoming difficulties, and of the spirit of solidarity between the government, businesses, and people. The journey connecting the two banks of the Tien River with the Rach Mieu 2 Bridge has become a story of the transformation of an entire fertile land that is strongly developing,” a leader of the Ministry of Construction assessed.
