The Ministry of Health informed that in the process of implementing COVID-19 prevention and control, ministries, branches and localities have developed and implemented a number of models, programs and movements and achieved many positive results, contributing to effectively repelling and controlling the epidemic.
1. Community COVID-19 Team
The community COVID-19 team is one of the solutions to promote the strength of the entire people, operating with the core of socio-political organizations, community-based unions, and volunteers in residential areas organized and managed by local authorities and implementing technical instructions from the health sector.
With the motto of "going to every alley, knocking on every door, checking every person", the Community COVID Team has played an important role in detecting suspected cases of the disease such as people returning from epidemic areas, people in contact with infected cases, people showing symptoms of the disease... and promptly reporting to local authorities and health agencies for verification, screening, tracing, and timely handling of pathogens to limit the spread in the community. Community COVID Teams also do a good job of propagating and mobilizing people to comply with regulations on epidemic prevention and control such as implementing 5K, proactively participating in vaccination, creating and scanning QR Codes for production and service establishments... and instructing people to self-monitor their health, proactively declare health, support Mobile Health Stations in managing and treating F0 at home... In addition, Community COVID Teams actively participate in supporting people affected by the epidemic, promptly reviewing disadvantaged groups and requesting support and assistance from the government and philanthropists, contributing to ensuring social security.
The Community COVID-19 Team is a creative and effective model that promotes the strength of the entire people in disease prevention and control, contributing to creating an effective people's position in the fight against COVID-19; at the same time, it demonstrates the close relationship between the government and the people in the great national unity bloc, is a direct bridge between the leadership and direction of the Party and State with the people and is proof that victory over the disease is the victory of the people.

2. Mobile Medical Station
The establishment of mobile medical stations has been very important, helping people with COVID-19 to access medical services as quickly and as early as possible, right from the grassroots level to detect signs of worsening, provide oxygen support, provide treatment drugs (packages A, B, C) and promptly transfer to other facilities to minimize deaths. Mobile medical stations also provide medical examinations and first aid for other common diseases to ensure that people in epidemic areas still have timely access to basic health care services.
The Mobile Medical Station model has been effective in caring for and treating COVID-19 patients at home, contributing to reducing the rate of severe illness and death. The combination of implementing a home care package for COVID-19 patients with providing a social security package and synchronizing with other treatment measures has contributed to reducing pressure on medical staff and facilities, reducing pressure on centralized quarantine areas and ensuring the quality of care and treatment for COVID-19 patients.

3. “3-tiered tower” in COVID-19 treatment stratification
The “3-tier tower” model in COVID-19 treatment stratification is being implemented in the context of overloaded treatment facilities and field hospitals. Level 1 is for treating mild and asymptomatic cases. Level 2 are field hospitals, converted hospitals specializing in admitting cases with moderate symptoms, underlying diseases, and high-risk factors. Level 3 is for treating severe and critical cases. The resuscitation hospitals on level 3 are responsible for linking with the hospitals on level 2 to create a system of “sister” hospitals, regularly consulting on severe cases, organizing training, coaching, transferring COVID-19 resuscitation techniques to lower levels and directly supporting lower levels, promptly detecting severe cases at lower levels and sending them to higher levels, contributing to reducing the mortality rate of patients. Hospitals on the 2nd floor are closely linked with quarantine facilities in wards, communes, towns, districts and home quarantine (1st floor) to reduce the rate of severe cases having to be transferred to the 3rd floor for treatment, contributing to reducing the mortality rate. This model was first implemented in Bac Giang, then continued to be effectively implemented in Ho Chi Minh City, Binh Duong...
* The “3-storey tower” model for COVID-19 treatment was initially applied in Bac Giang in the context of a rapid increase in the number of cases occurring in industrial parks and some residential areas; 5 initial admission and treatment facilities have been established with a capacity of 3,718 beds; 2 ICU centers have been established at Bac Giang Lung Hospital and Bac Giang Provincial Mental Hospital.
4. Remote consulting support
The remote consultation support model has been deployed in many forms such as hotlines, call centers 1800, 1900, and the Companion Physician network. The implementation of solutions to support infected people through remote consultation has helped those in need of support access health care information, treatment support, referrals, and early and timely access to medical services, especially during the period of social distancing and increased social distancing, contributing to the timely detection and treatment of severe cases and limiting deaths.
* As of October 10, 2021, the Companion Doctors Network with 9,300 doctors and volunteers has supported 241,108 patients, making 2,498,313 minutes of calls; The hotline for receiving people's feedback 1900 9095 has received and processed nearly 7.3 million calls; The hotline for supporting medical declarations 1800 1119 has received more than 289,000 calls and made more than 7.3 million outgoing calls.
5. Screening tests for green lane drivers, ensuring the circulation of essential goods
Drivers of vehicles transporting essential goods and goods serving production and business that have been granted green lane priority identification cards on traffic routes by competent authorities with QR codes will be tested for free, creating favorable conditions for freight transporters. When circulating within the area implementing social distancing, there will be no need to check the SARS-CoV-2 test certificate for drivers of freight vehicles (drivers, attendants on the vehicle, loading and unloading staff accompanying the vehicle) and organize traffic flow, coordinate convenient rest stops, ensure safety against COVID-19, and avoid congestion.
6. Border Guard loudspeakers combined with the mass movement to participate in the prevention of COVID-19 epidemic
With the propaganda motto of "going to every alley, knocking on every door", the "Border loudspeaker" model deployed by border guards to propagate COVID-19 prevention and control and monitor illegal entry and exit in border areas has been maximally effective, helping people, especially ethnic minorities, raise awareness and responsibility for COVID-19 prevention and control, understand the danger of COVID-19 and strictly comply with regulations in disease prevention and control.
7. Emulation movement of the Ministry of Public Security to prevent and fight COVID-19
The special emulation movement of the Ministry of Public Security with the theme: "People's Public Security Force - Shield to prevent and fight against Covid-19 pandemic - Sword to ensure security, order and social safety" of the Ministry of Public Security with the motto "Firmly upholding the political mettle of the People's Public Security soldier, millions of hearts, one will, determined to defeat the COVID-19 pandemic". The Ministry of Public Security is the first Ministry to organize a launching ceremony in response to the emulation movement launched by the Prime Minister.
In implementing the emulation movement, all officers and soldiers of the People's Public Security force have promoted the spirit of revolution, attack, solidarity, unity, effort, and overcoming all difficulties and challenges, directly participating in the work of preventing and fighting the COVID-19 epidemic from tracing, detecting, zoning to ensuring security and order at checkpoints, quarantine areas, treatment areas, etc.; effectively applied the national database platform on population and citizen identification to serve the work of preventing and fighting the epidemic; participated in operating field hospitals to treat COVID-19 for officers, soldiers and people; the Traffic Police force arranged vehicles to lead the convoy, support people to move back to their hometowns to ensure safety, smoothness and provide necessary necessities for people.
8. Some other models, movements, and ways of doing things
- Ensuring social security for the poor, people in difficult circumstances, workers, and people in locked-down areas such as: "Zero-dong stalls", "Going to the market instead - Going to the market to help people" program, "Charity bus", "Transporter" team, "Rice ATM", "Oxygen ATM", "Free ambulance", "Charity restaurant"..., "field" distribution systems such as sales points/mobile sales vehicles, "bringing the market to the street", online sales, going to the market for others...
- The program "People ask - City answers" in Ho Chi Minh City74, with creative, diverse and profound content, achieved high efficiency.
- The model of "militia in charge of households" coordinates with the local police force to ensure political security, order, and social safety, especially in the transportation of essential goods, helping people feel secure in practicing social distancing.
- A model of support points for connecting agricultural product consumption during the epidemic season with criteria to ensure agricultural product quality, ensure disease safety certificates and direct sales points to ensure epidemic prevention safety.
Models, models, programs, and movements need to be evaluated and summarized for research and application in preventing and fighting pandemics and disease emergencies that may occur in the future.
