1. During the historic April days of 1975, when the revolutionary forces were overwhelming, the enemy was on the verge of collapse, and the US was completely helpless, in a letter to Mr. Bay Cuong (comrade Pham Hung), Mr. Sau (comrade Le Duc Tho), and Mr. Tuan (comrade Van Tien Dung) on ​​April 1, 1975, First Secretary Le Duan wrote: “We must grasp the strategic opportunity, determined to carry out a general offensive and uprising, and successfully end the war of liberation in the shortest possible time. It is best to start and end in April this year, without delay. We must act “quickly, boldly, and unexpectedly”. We must attack right when the enemy is confused and weak.”

Not only was he far-sighted and politically astute in leadership and direction, but in complex situations, comrade Le Duan demonstrated the decisiveness of a leader, taking the highest responsibility.

Based on the direction of the Party Central Committee, headed by comrade Le Duan, and based on the actual situation, the Ho Chi Minh Campaign Command, on the one hand, regularly reported the situation and received instructions from the supreme command; on the other hand, it was proactive, resolute in seizing opportunities, sensitive, and creative in deploying combat missions and organizing appropriate forces for each key target.

While the units were urgently implementing the operation plan, on April 7, 1975, General, Commander-in-Chief Vo Nguyen Giap, on behalf of the Politburo and the General Command, issued an Order (Telegram No. 157/TK) to the troops: “Faster, faster, bolder, bolder, seize every hour, every minute to rush to the front, liberate the South. Determined to fight and win completely”. The handwritten telegram of General Vo Nguyen Giap directing the General Offensive and Uprising in the Spring of 1975 became a historical document, encouraging and motivating cadres and soldiers to disregard difficulties and hardships day and night to rush to completely liberate the South.

On April 13, 1975, General Van Tien Dung, Chief of the General Staff - Commander of the Campaign, sent a telegram (No. 51/TK) to the Politburo and the Central Military Commission, proposing to name the Saigon - Gia Dinh Liberation Campaign the Ho Chi Minh Campaign. On April 14, 1975, the Politburo sent a telegram (No. 37/TK) to the Front at 7:00 p.m.: "Agree to name the Saigon Campaign the Ho Chi Minh Campaign." The Politburo's decision added strength to the entire Party, people and army to enter the Campaign, which was honored to be named after the great leader of the Vietnamese nation.

In compliance with the Politburo's directive, the Ho Chi Minh Campaign Command urgently completed the combat plan based on the plan approved by the Central Bureau. On April 22, 1975, for the last time, the Saigon - Gia Dinh attack plan was approved by the Party Committee and the Ho Chi Minh Campaign Command.

At 5:00 p.m. on April 26, 1975, the Ho Chi Minh Campaign - the peak of the 1975 Spring General Offensive and Uprising - began. The five important targets identified by the Ho Chi Minh Campaign Command were: Tan Son Nhat Airport, the puppet General Staff, the puppet Presidential Palace, the Capital Special Zone and the General Police Department.

One day before the Ho Chi Minh Campaign was completely victorious, discovering the deep intention of some foreign forces to compromise with each other and seek to negotiate with us under the banner of reconciliation and harmony to prevent us from achieving complete victory, on April 29, 1975, First Secretary Le Duan directly telegraphed comrades Le Duc Tho, Pham Hung, Van Tien Dung, Tran Van Tra and Le Trong Tan, with the content: "The Politburo and the Central Military Commission were meeting when they received news that Duong Van Minh had ordered a ceasefire. The Politburo and the Central Military Commission instructed: You order our troops to continue attacking Saigon according to plan; advance with the most powerful spirit, liberate and occupy the entire city, disarm the enemy army, dissolve the enemy's government at all levels, and completely crush all their resistance".

At the front line, as Commander of the Ho Chi Minh Campaign commanding forces attacking Saigon - Gia Dinh from five directions, General Van Tien Dung always closely followed the developments of the campaign, resolutely directing the implementation of the motto of speed, boldness, and seizing the opportunity to capture Saigon - Gia Dinh, completely liberating the South.

Faced with the stormy attack of our Army, at exactly 11:30 a.m. on April 30, 1975, the Liberation Flag flew over the Independence Palace, the Ho Chi Minh Campaign was completely victorious, and the country was reunited. The Ho Chi Minh Campaign was completely victorious “… forever recorded in the history of our nation as one of the most brilliant pages, a shining symbol of the complete victory of revolutionary heroism and human intelligence, and entered world history as a great feat of the 20th century, an event of great international importance and profound contemporary significance”.

3. Meanwhile, in about half a month (from April 14 to 29, 1975), in coordination with the Ho Chi Minh Campaign on land, Group C75 carried out the campaign to liberate the entire Truong Sa archipelago along with liberating all the islands and archipelagos in the South Central Coast and the South. This was considered the "sixth army", contributing significantly to the victory of the historic Ho Chi Minh Campaign, joining the common feat of the army and people of the whole country, liberating Saigon, liberating the South, and ending the complete victory of the resistance war against the US to save the country.

On April 28, 1975, the Central Military Commission sent a direct telegram to the ships on the islands: Warmly commend the units for completing the mission of strategic significance, because the liberation and control of Vietnam's seas and islands, including the Truong Sa archipelago, promptly prevented foreign forces from eyeing and occupying Vietnam's seas and islands since 1975.

In particular, at noon on April 30, 1975, right after the Ho Chi Minh Campaign was completely victorious, First Secretary Le Duan, on behalf of the Party Central Committee's Politburo, sent a telegram praising all cadres and soldiers participating in the Ho Chi Minh Campaign and the people of Saigon - Gia Dinh: "The Party Central Committee's Politburo warmly commends the army and people of Saigon - Gia Dinh, commends all cadres and soldiers, party members and union members, belonging to the main army units, local army units, elite army units, and self-defense militia who fought extremely bravely, achieved brilliant feats, destroyed and disintegrated large enemy forces, forced the Saigon puppet government to surrender unconditionally, liberated Saigon - Gia Dinh city, and brought the historic campaign named after the great Uncle Ho to complete victory. All comrades, please uphold the spirit of determination to win together with the people to continue to attack and rise up, completely liberating the beloved South of the Fatherland".

The victory on April 30, 1975, completely liberating the South and unifying the country once again proved President Ho Chi Minh's immortal truth: "Nothing is more precious than independence and freedom."

In his speech at the victory celebration (May 15, 1975) in Hanoi, First Secretary Le Duan affirmed: “With the victory of the resistance war against the US to save the country, a new and extremely brilliant page in the history of our Fatherland has begun. A new and extremely great and exciting task awaits our 45 million compatriots: to fully implement the Testament of the great Uncle Ho: “Our entire Party and people unite to strive to build a peaceful, unified, independent, democratic and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause”. Let us embark on the task of building and working creatively to make our Vietnam progressive and prosperous, and our people prosperous and happy”.
