Following the Politburo 's approval of the policy, the Prime Minister issued a directive to present gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd. Accordingly, each citizen will receive a gift of 100,000 VND. This is the first time, during this special historical moment, that all citizens have received gifts from the Party and the State.

In Nam Cao Street, Hac Thanh Ward, preparations for distributing gifts were completed by early afternoon. Mr. Nguyen Dinh Mao, Party Secretary and Head of Nam Cao Street, said: “Nam Cao Street has 360 households with nearly 600 residents. To ensure no one is left out, the Ward People's Committee coordinated with the Ward Police to review all individuals with social security accounts on the VNeID application to create a list. For those without accounts, the ward coordinated with neighborhood groups to conduct a review and create a list to ensure no one is left out. Therefore, all residents in the street received gifts on the afternoon of August 31st.”

Hac Thanh Ward has over 197,140 people, making it the most populous ward in the province and one of the largest wards in the country. Mrs. Nguyen Thi Nhuan, nearly 80 years old and living alone in a small house near the end of the village, also happily arrived at the cultural center early with everyone else. Holding the gift money in her hand, Mrs. Nhuan shared: “I am very moved and feel warm-hearted to receive this gift from the State. Although the gift is small, it holds great meaning for people like me.”

Hoang Loc commune has 34 villages with a population of over 36,200 people. To ensure the gift distribution is carried out meticulously, the People's Committee of Hoang Loc commune has reviewed and compiled a list of each household, and simultaneously established 10 working groups to carry out the distribution of Independence Day gifts at 10 locations.
Mr. Chu Huu Khuyen, Chairman of the People's Committee of Hoang Loc commune, shared: “We consider this a crucial political task that needs to be carried out openly and transparently, so that joy can reach all the people. Even though it's a public holiday, all the working groups are present to help people receive gifts as soon as possible. Due to the large area and dense population, the urgent implementation process will inevitably encounter some difficulties, so we hope that people will share and support the task force, helping the payment process to be implemented correctly, completely, and promptly, minimizing errors.”

Holding the gift she had just received, Mrs. Pham Thi Bat (Tuong Yen village) emotionally shared: “These small gifts, distributed equally to all the people on this important historical day, are a great spiritual gift, showing the concern of the Party and the State for the people. The most valuable thing here is the ‘way of giving’: equality and no discrimination. In accordance with the Party and State's policy of giving gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd, Cam Van commune mobilized all its forces to organize the distribution of gifts to the people, making this year's Independence Day celebration even more complete and heartwarming.
“According to the review, the entire Cam Van commune has 22,753 residents (those with individual identification codes) who are eligible to receive gifts. To ensure the gifts reach the people quickly, the commune mobilized all its forces to work throughout the holiday period. On the last afternoon of August, residents of Dinh Hoa commune gathered at the village cultural centers to receive gifts from the State on the occasion of the national holiday. The preparation for distributing the gifts to the people at the 22 village cultural centers was meticulously carried out by the relevant authorities. The Party Committee, the People's Committee of the commune, and various departments and organizations mobilized their forces and coordinated closely to ensure the distribution process was smooth, safe, and accurate, reaching the right recipients in accordance with regulations. The atmosphere at the distribution points was solemn, filled with joy and excitement. Many elderly people were moved to tears as they received gifts on September 2nd for the first time in their lives.
Mr. Le Van San, 92 years old, from Thung Thon village, Dinh Hoa commune, was brought by his relatives to receive gifts and shared: “I am very happy and excited to still receive the attention of the Party, the State, and the local government even though I am over 90 years old. This is not only a material gift but also a priceless spiritual gift for us.”

This afternoon, the cultural centers of Ho Vuong commune became more bustling as people gathered in large numbers to receive gifts for the September 2nd holiday. At the cultural center in Hamlet 8, although the commune's People's Committee announced that the gift distribution would begin at 3 PM, a considerable number of people had already arrived by early afternoon.
Overjoyed and delighted to receive such a meaningful gift for the first time in his life, Mr. Tran Manh Hai expressed his excitement. Due to his advanced age, Mr. Hai does not have a VNeID account, so he represented his family in receiving 800,000 VND in cash for eight family members. The money was a great source of encouragement, allowing his family to share in the joy of the nation. During the solemn celebrations of the 80th anniversary of the founding of the country by the Party and State, this timely gift helped him and the people of Ho Vuong to share in the nation's joy, making each person feel happier living in a peaceful , independent country where the people are prosperous and happy.
Upon review, Ho Vuong commune has 26,924 residents eligible for Tet (Lunar New Year) gifts. Accordingly, the commune has established 10 teams, including officials, civil servants, and local police officers, to go to all 28 villages in the commune to organize the distribution to the people.

In accordance with Decision No. 2940 of the Thanh Hoa Provincial People's Committee on approving the supplementary budget for gift-giving to the people in the province on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd, on August 31st and September 1st, all 166 communes and wards in Thanh Hoa province organized gift-giving events for the people.
To ensure that no one is left out of the gifts, the Provincial Police Department has provided the list of residents in the National Population Database up to August 30, 2025, to each commune and ward as a basis for compiling gift lists; at the same time, they are closely coordinating with the People's Committees at the commune level to ensure that gifts are distributed to the correct recipients, in a timely manner, and without any loss.
The commune/ward police and related units will focus on directing and preparing all necessary conditions regarding human resources and facilities to organize the payment and distribution of gifts to the people in accordance with the actual situation in the locality (via social security account or directly in cash). In case of objective reasons, the gift distribution will be completed no later than September 15, 2025, as guided by the Ministry of Finance.

The total estimated cost of over 10 trillion VND for distributing gifts to the entire population is clearly a considerable sum, given the limited national resources and the urgent need for budget allocation to other tasks. However, with the country's current strength and the achievements of the Vietnamese people over the past 80 years, this is the most opportune time for the Party and State to carry out this gift-giving initiative.
The gifts not only possess material value but also demonstrate the profound concern of the Party and the State, conveying warm feelings and sharing to each family and each individual, creating a vibrant and colorful picture of unity, faith, and the aspiration for peace and prosperity.
