Ninh Binh is stepping up efforts to attract investment with a list of new projects.

On April 23, 2026, the People's Committee of Ninh Binh province issued Decision No. 1566/QD-UBND on the List of Investment Attractions in the province in 2026 (Phase 1). This decision provides an important legal basis for publicly announcing, calling for, and attracting domestic and foreign investors to participate in the socio-economic development of the province.

The list is built on the foundation of current legal regulations on local government organization, land and investment, while closely adhering to the province's development orientation in the context of implementing a two-tiered local government model and the development requirements after the merger of administrative units.

In the fields of education and healthcare, the province is orienting the development of training facilities in the Nam Cao University Zone, while also calling for investment in the construction of international standard hospitals, nursing homes, and modern medical facilities, contributing to improving the quality of human resources and healthcare services.

In the urban and housing sector, a series of new urban and residential area projects in key locations have been included in the list, aiming to create land for development, meet the increasing housing demand, and promote the renovation and modernization of urban spaces.

In terms of trade, services, and logistics, the province focuses on attracting investment in commercial centers, logistics systems, and cargo ports, thereby enhancing the capacity for goods circulation and strengthening regional and inter-regional connectivity.

In the industrial and high-tech sectors, Ninh Binh continues to attract investment in industrial parks and high-tech zones, notably the large-scale infrastructure project for the Ha Nam High-Tech Park, which is expected to create new growth drivers.

The province is orienting its development towards science and technology and smart cities through research and technology application center projects, contributing to promoting digital transformation and improving urban governance efficiency.

The project portfolio demonstrates a balanced and synchronized development orientation between infrastructure, urban areas, industry, services, and human resources. This is a crucial foundation for Ninh Binh to aim for rapid and sustainable growth, while simultaneously improving the quality of life for its people.

To ensure effective implementation, the Provincial People's Committee has assigned the Department of Finance to take the lead in publicly announcing the list, coordinating with relevant departments and agencies to organize the procedures for attracting investment, and guiding and supporting investors in implementing projects in accordance with the law.

Departments, agencies, and localities are required to proactively publicize information on the electronic portal and media outlets, and regularly review and propose additions to the list of projects that are consistent with planning and practical development needs.

Through the list of investment attraction projects for 2026 (phase 1), Ninh Binh continues to affirm its orientation of accompanying businesses, creating a transparent and favorable investment environment, aiming to become an attractive destination for domestic and international investors in the future.
