According to the decision, the Task Force is headed by Mr. Nguyen Trung Dung, Deputy Director of the Department of Finance. The two Deputy Heads are Mr. Chu Duc Long, Deputy Director of the Department of Construction, and Mr. Ta Hong Diep, Deputy Director of the Department of Agriculture and Environment.

The members of the Task Force include: Leaders and specialists from the professional departments of the Department of Finance, the Department of Agriculture and Environment, and the Department of Construction.
According to the decision, the Task Force will work with the People's Committees of communes and wards that have surplus land and buildings that have been assigned by the province for management, exploitation, and disposal. The specific work plan and schedule will be announced to each locality.
The main task of the Task Force is to guide communes and wards in developing plans for exploiting and handling surplus houses and land, while also monitoring the management and exploitation of properties already assigned to communes and wards for management and handling. It will provide feedback on proposed plans for exploiting and handling surplus houses and land from localities; based on this, it will clearly define the roadmap and responsibilities for implementing the plan to ensure unified implementation.
In addition, the Task Force is responsible for compiling and monitoring the implementation of management, exploitation, and handling of surplus public utility structures at agencies, units, and localities to promptly resolve issues, provide guidance, or proactively propose specific mechanisms and policies to achieve the objectives as directed by the Central Government and the province. At the same time, it will guide and propose solutions to difficulties and obstacles for land and property facilities that have not yet been handed over according to decisions and documents of the Provincial People's Committee.
The decision states that the Task Force will report the results of its work to the Provincial People's Committee every Friday and will disband itself after completing its assigned tasks.
Previously, Tien Phong Newspaper published an article reflecting on a series of public buildings that were abandoned, dilapidated, and awaiting disposal, raising concerns about the risk of wasting public assets and the effectiveness of state budget management and utilization.
According to statistics, after reorganization, Ninh Binh province has a total of 730 surplus land and buildings. Of these, 86 facilities have been allocated, transferred, or repurposed for healthcare, education , and community activities; 429 facilities have been transferred to departments, agencies, and localities for management and handling; 1 facility has been transferred to the People's Committee of Thanh Hoa province; and 214 have been transferred to the Provincial Land Fund Development Center for management and handling.
