In implementing Directive No. 07/CT-TTg dated February 26, 2026, of the Prime Minister on promoting the production, blending, distribution, and use of biofuels in Vietnam , the Provincial People's Committee promptly issued a directive to relevant departments, localities, and petroleum businesses in the province to synchronously implement the production, blending, distribution, and use of biofuels. Accordingly, the requirement is to ensure the transition follows the national roadmap, linked to the goals of ensuring energy security, controlling fuel quality, and reducing environmental emissions. The Provincial People's Committee assigned the Department of Industry and Trade as the focal point, responsible for guiding, supervising, and inspecting all implementation activities at petroleum businesses in the province.
According to Mr. Bui Quang Hung, Deputy Director of the Department of Industry and Trade: Identifying the transition to using biofuels as a key task, the Department of Industry and Trade has required petroleum businesses in the province to strictly adhere to the roadmap as directed by the Government and the Provincial People's Committee; while ensuring full compliance with conditions regarding infrastructure, technology, supply, and safety throughout the entire business process. Accordingly, the Department will strengthen inspection and supervision, promptly guide and handle any arising issues, preventing supply disruptions or violations of regulations during implementation.
Recently, the Department of Industry and Trade has requested that key traders, distributors, and retail gasoline stations strictly implement the following directives. Businesses must review their entire technical infrastructure to ensure that the storage, blending, and sale of E5 and E10 bioethanol meet the required standards; and proactively develop conversion plans for each station and sales point, tailored to actual conditions.
At the same time, it is necessary to ensure the supply of biofuels to the entire distribution system, preventing any disruptions in the supply chain during the transition period; organize stable sales, comply with regulations on pricing, sales hours, and public price listing. In addition, businesses must coordinate with management agencies and the media to strengthen propaganda and encourage consumers to use biofuels, creating social consensus during the implementation process.

As a company holding approximately 40% of the market share with 89 retail gasoline stations in the province, Petrolimex Ninh Binh Co., Ltd. has proactively developed and implemented a conversion roadmap in accordance with regulations. Mr. Pham Van Oanh, Deputy Director of Petrolimex Ninh Binh Co., Ltd., stated: The company has fully prepared the necessary technical infrastructure for importing, exporting, and storing E10 Ron 95-III bioethanol gasoline at warehouse K135 (Chau Son ward).
According to the plan, starting April 15, 2026, the company will begin selling E10 Ron 95-III bioethanol fuel and other high-quality bioethanol products, gradually replacing Ron 95-III and Ron 95-V mineral gasoline. Sales of mineral gasoline will cease no later than May 31, 2026. From June 1, 2026, the system will only sell bioethanol fuel. During the transition, to ensure fire safety and environmental protection, some stores will have to temporarily suspend sales for a short period. The company has developed a specific plan to ensure that the overall supply in the area is not affected.

At the facility, preparations are also being carried out urgently. Ms. Dang Thi Bich Phuong, Store Manager of Petrol Station 069 (DT491 road, Nam Hoa Lu ward) said: The store has followed the company's instructions and coordinated with relevant units to ensure the completion of conditions regarding tanks, equipment, and technical procedures, ready to switch to selling biofuel. The sales organization has been developed according to a specific plan, ensuring no interruptions and serving the needs of the people well.
From a consumer perspective, awareness of the benefits of biofuels is increasing. Mr. Duong Manh Cuong (Tay Hoa Lu ward) said: "Through various information channels, I have gained a better understanding of the benefits of biofuels in reducing emissions and protecting the environment. Therefore, I am willing to use biofuels in accordance with the general policy, as this is necessary for the environment and sustainable development."
With the decisive direction of the Provincial People's Committee, the involvement of departments, agencies, businesses, and the consensus of the people, Ninh Binh is gradually completing the conditions to switch to using biofuels according to the roadmap, ensuring market stability and serving the production and consumption needs in the area.
