The project to improve environmental infrastructure and mitigate climate change in Ninh Chu, Ninh Phuoc and Ninh Son areas is expected to use capital from the public investment credit program from the Development Investment Fund (PIF) of the Government of Finland, with a total expected investment of more than 1,306.7 billion VND. The expected implementation period is in the period 2025 - 2031. The project investment objective is to collect and treat domestic wastewater, minimizing the amount of untreated wastewater into receiving water sources in accordance with the urban development program.
Currently, the project has been approved by the Ministry of Foreign Affairs of Finland to be included in the funding list in the Official Note dated May 22, 2024. The Khanh Hoa Provincial Construction Investment Project Management Board (project investor) has completed the project proposal and is preparing to submit it to the Ministry of Finance for comments. However, due to changes in some legal regulations on investment, the unit is carrying out procedures to prepare a policy proposal report according to current regulations.
At the meeting, the two sides exchanged and discussed to better understand the Development Investment Fund (PIF), the conditions for Khanh Hoa province to receive this capital source. Khanh Hoa province raised a number of difficulties related to the legal framework between the two countries, the maximum loan amount, the loan term from the program, the unit price contract related to equipment, goods, technology from Finland, handover of clean land... The representative of the Ministry of Foreign Affairs of Finland said that they will continue to study the issues raised by Khanh Hoa province.
On behalf of the provincial leaders, Mr. Tran Hoa Nam thanked the delegation of the Embassy of Finland in Vietnam for their interest and visit to work with the province. Mr. Tran Hoa Nam said that after the meeting, he would report to the Chairman of the Provincial People's Committee on project information, implement specific steps to establish a pre-feasibility study, and ask for the Ministry of Finance's support on related issues. Vice Chairman of the Provincial People's Committee Tran Hoa Nam and representatives of the Ministry of Foreign Affairs of Finland expressed their joint efforts and wished to increase support to promote the project in the coming time.
