Efforts to clear bottlenecks in energy projects

In the context of the whole country implementing the Power Plan VIII, Khanh Hoa is identified as one of the localities with great potential to develop renewable energy and clean energy. This is a strategic field, not only contributing to ensuring national energy security but also opening up a green and sustainable direction for the local economy. However, many key projects that have been approved for investment are still facing difficulties, requiring close coordination between the government and businesses.

There are still many difficulties.

One of the projects that the province approved for investment quite early (April 2021) is Phuoc Huu Wind Power Plant, invested by Ha Do Wind Power One Member Co., Ltd. (Ha Do Group), located in Phuoc Huu commune. The project has a capacity of 50 MW, an investment capital of about 1,800 billion VND, expected to start construction in the fourth quarter of 2025 and operate at the end of 2027. Up to now, the investor has deposited funds, completed topographic and geological surveys, and basically completed the feasibility study report, but still faces many obstacles. According to the investor's explanation, the biggest difficulty is slow legal procedures due to the Government's restructuring of the apparatus and merger of administrative agencies, while the instructions on decentralization of management are not complete. The Ministry of Industry and Trade issued the onshore wind power price mechanism late (May 30, 2025), forcing businesses to wait a long time to have a basis to prepare a feasibility study report for the project and negotiate finance. The land use plan until 2030 of Phuoc Huu commune has not been adjusted, not synchronized with the Provincial Planning and Power Plan VIII. Mr. Hoang Van Chien - General Director of Ha Do Wind Power One Member Co., Ltd. said: "To ensure progress, we recommend that the locality soon adjust the land use plan, the Provincial People's Committee approves the adjustment of the investment policy and extends the progress to the fourth quarter of 2027 according to the adjusted Power Plan VIII. When these difficulties are resolved, we will mobilize all financial resources, human resources, and equipment to implement the project as committed."

Phuoc Hoa Pumped Storage Hydropower Project is considered a new project in Vietnam's power system. The Provincial People's Committee approved the investment policy in mid-2024, assigning the joint venture of Truong Thanh Investment, Construction and Development Joint Stock Company, Daewoo Engineering & Construction Co., Ltd. (Korea), and a number of domestic investors to implement. The project has a capacity of 1,200 MW, an area of ​​87.5 hectares in Bac Ai Tay commune, a total capital of VND 22,865 billion, expected to start construction in the fourth quarter of 2025 and operate at the end of 2030. Up to now, the investor has completed a number of important procedures such as agreeing on the direction of the connecting line, surveying the terrain and geology, and preparing a feasibility study report. However, because this is an unprecedented type, the development of financial plans is difficult, especially since the electricity price mechanism only has a framework applicable for 2025, which is not suitable for the operation progress in 2030. This affects the analysis of efficiency and mobilization of international capital. In addition, the planning and land use plan at the commune level in the project implementation area have not been updated, slowing down the land allocation and leasing procedures. However, the investor still persists in implementing the steps in parallel, demonstrating the determination to implement the project.

According to the leaders of the Department of Finance, the whole province currently has 7 key energy projects with a total capacity of about 1,441 MW, total capital of more than 32.8 trillion VND. In addition to the Song Giang 1 Hydropower Project (capacity of 12 MW, total capital of nearly 798 billion VND), invested by Song Giang Hydropower Exploitation Joint Stock Company, which has reached about 75% of the construction volume. The investor is focusing on installation and acceptance to be able to put into commercial operation in December 2025. The remaining projects are facing many difficulties and obstacles in the investment implementation process, such as: Vietnam Power Wind Power Plant No. 1 (30 MW, total capital of 1,700 billion VND) is waiting for appraisal of the feasibility study report for the project to negotiate the power purchase contract; The Cong Hai 1 Project, Phase 1 and 2 (28 MW, total capital of more than 1,250 billion VND) has built many infrastructure items but is stuck with site clearance; the Phuoc Nam - Enfinity Renewable Power Plant (76 MW, total capital of 2,530 billion VND) is stuck with the authority to approve the direction of the connection line; the Phuoc Dan Wind Power Plant (45 MW, total capital of about 1,900 billion VND) is only in the survey and document preparation stage but has already raised requests to change investors and adjust the deposit. The projects have generally made progress, but still face difficulties in the electricity price mechanism, land planning, compensation work and the capacity of some enterprises.

Speaking at a recent meeting on the implementation of energy projects that have been approved for investment in the province, Mr. Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee emphasized: "Renewable energy is a field of strategic significance for Khanh Hoa, both meeting the requirements of energy security and creating momentum for green and sustainable economic development. If businesses are slow, the province will lose its advantage and businesses will also lose opportunities. With legitimate difficulties, the province is committed to sharing and handling them as soon as businesses proactively report. The province always accompanies businesses, creating favorable procedures, but also requires discipline and responsibility in project implementation. Businesses need to share and accompany for common development, showing their enthusiasm for investment so that projects can soon be put into operation, making practical contributions to the goal of sustainable development."

To resolve the problems, the Provincial People's Committee has assigned clear tasks to departments and branches. In particular, the appraisal of the feasibility study report for the project chaired by the Department of Industry and Trade can only last a maximum of 12 days, including the time for collecting inter-sectoral opinions. If the deadline is exceeded, it will be considered as approval. The Department of Industry and Trade needs to promptly study the bidding documents, appraise the route, coordinate with the locality to adjust the planning; at the same time, review the deposit mechanism to increase the investor's responsibility but still allow capital withdrawal according to the disbursement progress, avoiding difficulties in the implementation process. Enterprises need to make immediate changes in implementation, proactively make recommendations to the province to resolve problems, not to let problems drag on. Departments and branches must accompany and support each licensed project to be successful, contributing to the overall development of the province.

In reality, renewable energy projects in Khanh Hoa are facing both opportunities and challenges. With the province's strong leadership and the efforts of businesses, projects such as Phuoc Hoa pumped storage hydropower plant, Phuoc Huu Wind Power Plant or Song Giang 1 hydropower plant can completely become new growth drivers. If the problems are resolved promptly, Khanh Hoa will not only increase clean electricity capacity, ensure national energy security, but also affirm its position as an energy center, realizing the aspiration for green and sustainable development in the coming period.
