The Eastern bypass road project in Dong Ha City has a total length of 17.5 km, of which the section from Doc Mieu - National Highway 9 is nearly 13.3 km long; and the section from the Nguyen Hoang road intersection - Nam Hieu River bridge is over 4.2 km long. Currently, localities have handed over the construction land for two sections: 11.68/13.3 km, reaching 88%, and 3.54/4.26 km, reaching 84.4%. Contractors are accelerating construction of this key project, striving to complete it in 2025.

According to the Traffic Maintenance Management Board (QLBTGT) under the Department of Transport, the project for the eastern bypass of Dong Ha City, from km 741+179 on National Highway 1 (Phong Binh commune, Gio Linh district) to km 10+187 on National Highway 9, in Dong Giang ward, Dong Ha City, is being invested with over 399.9 billion VND from the state budget in the medium-term public investment plan for the period 2021-2025. This section is classified as a Class III road in a flat area, with a roadbed width of 12m; a road surface width of 11m, with 2 lanes for motorized vehicles, and a design speed of 80km/h.
This section begins at kilometer 0+00, intersecting with National Highway 1 at kilometer 741+179 (Doc Mieu, Phong Binh commune). The route then enters the rice paddies bordering Phuoc Thi village, Gio My commune, and crosses Provincial Road 575a at kilometer 5+304.42. From here, the route continues straight, running between the planned Quan Ngang Industrial Zone and Quang Tri Airport, approximately 100m west of the Quang Tri Airport boundary, intersecting with Road 73 East at kilometer 10+302.09. It then continues south, ending at kilometer 13+293.43, intersecting with National Highway 9 at kilometer 10+187, the section from Cua Viet to National Highway 1.
Engineer Tran Minh Hai, the commander and manager of the road section from km 2+780 to 5+300, which is being constructed by Thanh An Joint Stock Company, said that the unit took advantage of favorable weather conditions to concentrate its workforce and organize construction in three shifts to meet the set deadline.
Accordingly, the construction volume for this nearly 13.3km section has reached approximately 42% of the plan. The units have excavated 157,000/240,000 m³ of roadbed; filled 273,300/400,200 m³ of K95 embankment; filled 24,400/54,740 m³ of K98 embankment; and completed 33/61 culverts of various types. At the Canh Hom bridge project in Phong Binh commune, the bored piles, abutments, bridge deck concrete, and guardrails have been completed; the excavation of organic soil, sand filling, and approach road at abutment M1 have also been completed.
The section from the Nguyen Hoang intersection to the south of the Hieu River bridge, located in Dong Ha City, is 4.26km long and also has a Class III road standard for flat terrain, with a roadbed width of 12m and a road surface width of 11m, sufficient for 2 lanes of motorized vehicles.
Mr. Truong Duy Thanh, a technical officer of Quang Tri General Construction Joint Stock Company, the unit constructing the section from km 0+000 - km 1+348 (of the 4.26km long section), said that the Phu Le bridge is located on the section of road that the company won the bid to construct.
By the end of October 2024, the unit had completed the bored piles for the bridge, poured concrete for piers T2 and T5; was constructing abutment M2; and was in the process of fabricating formwork and reinforcing steel for piers T1, T3, and T4. Due to unfavorable weather conditions during this period, the unit took advantage of dry days to work three shifts to meet the planned schedule.
According to the Traffic Management Board, the construction units have completed approximately 16.1% of the project for the section from the Nguyen Hoang intersection to the south of the Hieu River bridge. This includes 3,552/4,209m of excavated organic roadbed; 1,902/2,355m of geotextile and sand embankment; 2,850/4,209m of earth embankment; 252/819m of drainage wicks; and the fabrication of various types of box culvert components.
According to the design, this section currently has a grade-separated interchange south of the Hieu River bridge with the road from Ward 2 to Dong Luong and Dong Le wards of Dong Ha City. However, when investing in this bypass route, to ensure traffic safety during operation, the transportation sector will close the existing branch road at the roundabout leading to the Hieu River bridge on the bypass route, as per Decision No. 1954/QD-UBND dated August 29, 2023, of the Provincial People's Committee approving the project.
Inspecting the construction progress, Director of the Department of Transport Tran Huu Hung acknowledged the efforts of the contractors in concentrating manpower and equipment, actively implementing construction, and accelerating the project's progress. Despite the high market prices of soil and sand for the project compared to the provincial regulations, the contractors have resolutely worked day and night, weather permitting, to ensure the project's progress and bring it into use as soon as possible.
This is a key transportation project serving socio-economic development needs, contributing to reducing traffic congestion in Dong Ha City and Gio Linh District. Furthermore, the project faces pressure regarding disbursement deadlines, thus requiring high standards of construction speed and quality. Regarding the remaining land clearance work to ensure the project proceeds on schedule, we request that Gio Linh District and Dong Ha City intensify their efforts in disseminating information and mobilizing households to support the project, comply with the law, and promptly hand over the land.
The leaders of Quang Tri province are very concerned about the progress and quality of this project. During several inspections of land clearance and construction, provincial leaders requested Gio Linh district and Dong Ha city to actively coordinate with relevant departments and agencies to review legal regulations, especially the compensation and support policies recently issued by the Provincial People's Committee and new land law regulations, in order to provide support in the most beneficial way for the people.
Emphasis is placed on flexibly applying legal regulations so that people understand the Party's guidelines and the State's policies and laws, which are always geared towards the people's interests. Gio Linh district focuses on accelerating the construction of resettlement areas to help people settle down, ensuring that the new homes have all the necessary conditions and are better than their old homes so that people can live in peace.
